Program Summary (Program / Department Summary)
Mercy Corps and Axiom International will implement a 12-month project, the Inclusive Security and Resilient Youth (ISRY) project, which will run from 1 March 2024 until 28 February 2024. ISRY is a community-based development intervention supporting at-risk youth in Jordan between the ages of 16 to 30. The project will adopt a positive youth development approach to psychosocial support interventions with the aim of promoting learning, increasing stability through co-existence and inclusive security, and building the psychosocial resiliency of youth and their families. Mercy Corps, in close coordination with Axiom, will create connections between youth and formal security actors through
engagement in nature-based and community-based activities. ISRY will deliver the interventions through four local community-based organizations based in the North, Center, and South of Jordan, which that will serve as Community Action Hubs that provide youth with a safe space to improve social stability and ultimately make youth and their communities more resilient. The project will accomplish this by strengthening the local partners’ institutional capacities to sustain long-term impact. Furthermore, the project will focus on enhancing the national level participation of women and youth in the Youth, Peace and Security sphere in Jordan, through close collaboration with the Ministry of Youth
and other stakeholders.
General Position Summary
The Monitoring and Evaluation Assistant will support the implementation of the ISRY project. S/he will assist MEL Senior Coordinator and the MEL Officer in regular monitoring, evaluation and learning (MEL) of the project activities through working closely with partner CBOs implementing the project’s interventions in host communities. The MEL Assistant will provide support in setting up MEL systems in the project and partner CBOs, data collection and reporting. Additionally, the MEL Assistant will be responsible for proper documentation and filing (in the main office and partner CBOs) to ensure the project is following the minimum standards set out in the agreement. The MEL Assistant will report directly to the Senior MEL Coordinator but will work closely with other project team members.

Essential Responsibilities
PROVIDING M&E SUPPORT TO PARTNERS
● Liaise with MEL focal points across sites and project’s MEL units.
● Supervise MEL focal in maintaining well-kept hard/soft copy records of collected data.
● Assist field team with uploading and reviewing the filled forms.
● Build the capacity of the field teams by providing timely feedback and suggestions.
● Assist in providing MEL training and refreshers to MEL focal points.
DATA COLLECTION AND RETENTION
● Handle the data entry process, forms, and inputs where needed.
● Support in quantitative and qualitative data collection and analysis.
● Ensure the validity and reliability of the entered data through intensely engaging in supervision and monitoring of MEL focal points through field visits or real time data monitoring.
● Plan and oversee the data collection process in close coordination with MEL focal points to
ensure the quality of the collected data in a timely and appropriate manner.
● Assist in monitoring all project activities across targeted sites.
● Ensure the validity and reliability of the entered data through intensely engaging in supervision and monitoring of MEL focal points through field visits or real time data monitoring.
● Plan and oversee the data collection process in close coordination with MEL focal points to ensure the quality of the collected data in a timely and appropriate manner.
● Assist in monitoring all project activities across targeted sites.
● Monitor and troubleshoot data collection related issues and report it back to the MEL unit.
● Ensure adherence to participants data protection protocols.
● Review data following translation, to ensure that translation is accurate and faithful to raw data.
● Maintain the project database and suggest ways for improving its utility and functionality.
● Support in conducting quarterly learning review and final internal learning review.
REPORTING
● Support in preparing monthly, quarterly and annual progress donor reports.
● Support in updating MEL results on TOLA.
PROJECT COORDINATION
● Lead the facilitation and coordination of field visits for Mercy Corps staff and donor agency visitors.
● Ensure compliance with relevant Mercy Corps New MEL policy and donor policies and regulations.
● Actively participate in Jordan MEL community of practice and support other MEL teams where needed.
● Other duties as assigned.

Reports Directly To: Senior MEL Coordinator
Works Directly With: Senior Project Manager, Team Leaders, Training Officers, Area Coordinator,
Area Officers, Admin Officer, CARM Focal Points, and other Mercy Corps team members.
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.
Minimum Qualification & Transferable Skills
● Minimum BA degree in Sociology, Economics, Statistics, Industrial Engineering or other relevant field or equivalent training in information technology systems, data or computer science, or related field.
● At least 1 year of work experience in monitoring and evaluation of development and/or relief programs and/or data collection and management and database management systems for larger organizations, preferably in humanitarian or development context.
● Demonstrated understanding of cloud-based information systems, data management, and data collection platforms with ability to manage multiple user profiles, security and concerns, various data integration requirements, and data analysis.
● Demonstrated skills in reporting, data collection, qualitative analysis methods, and database management.
● Excellent writing skills, including reports, best practices, cases studies, etc.
● Proficiency in Microsoft Office applications including Excel and Word.
● Proficiency in developing XLS forms and using ODK is preferred.
● Fluency in both English and Arabic is required.
● Internationally recognized qualification in project management and/or M&E preferred (e.g., Project DPro, MEAL DPro, etc.).
● Knowledge of Sphere standards and other training in humanitarian response preferred.

Living Conditions / Environmental Conditions
The position is based in Amman, Jordan and it requires up to 70% travel to project implementation sites in the North, Center, and South of Jordan.
