Morocco is increasingly exposed to climate risks that affect natural resources, livelihoods and territories, including rising temperatures, water scarcity, recurrent droughts, land degradation and extreme events. These dynamics interact with multiple forms of human mobility. Mobility may result from climate impacts through migration, displacement or planned relocation; it may also contribute to adaptation through labour mobility, internal migration, pastoralism and transhumance, remittances, diaspora engagement and livelihood diversification. Voluntary and involuntary immobility must also be considered. IOM Morocco's 2025 study on migration, environment and climate change in the Tangier-Tetouan-Al Hoceima and Souss-Massa regions underscores the relevance of these links. Eighty-five per cent of respondents in Tangier-Tetouan-Al Hoceima and 75 per cent in Souss-Massa reported that environmental and climatic changes had affected their living conditions; 46 per cent and 53 per cent, respectively, indicated that they were considering migration. The study also highlights the potential contribution of migration, remittances and diaspora engagement to adaptation and resilient livelihoods. Morocco's NDC 3.0 PHONE_NUMBER) also includes Annex 4, "List of adaptation projects with a potential impact on human mobility (migration)", which provides an important basis for coherence between NDC implementation and the NAP revision. The revision of the NAP is therefore a strategic opportunity to support a coherent, inclusive and evidence-based treatment of human mobility in climate-risk and vulnerability analyses, sectoral and territorial priorities, governance, implementation, monitoring and adaptation finance. Under the Climate Change and Migration Data (CCMD) Project, IOM Morocco and MTEDD organized a national workshop from 29 June to 1 July 2026 to identify priority mobility dimensions, sectoral and territorial entry points, operational actions, institutional responsibilities, data and indicator needs, possible integration architectures and next steps. T Building on the workshop outcome report, facilitators' notes and other documented outputs to be provided by IOM and MTEDD, the consultant will complement the existing evidence through targeted consultations. The consultancy will review the current PNSA/PNA and the latest available revision draft; consult priority institutions; assess the feasibility of a dedicated section or chapter, cross-cutting mainstreaming, a hybrid approach, and a technical annex or action matrix; consult the Ministry and relevant institutions on their preferred modality; and prepare and finalize a flexible technical package reflecting the consultation outcomes. Where no formal preference is communicated, the consultant will recommend the most feasible approach and develop the corresponding technical package. The results will be presented through a national dissemination workshop. The work will draw in particular on the 2024 UNFCCC Technical Guide on integrating human mobility and climate change linkages into national climate planning processes, in coherence with Moroccan policies and mechanisms.

The duty station is Rabat. Attendance at meetings and the dissemination workshop in Rabat forms part of the assignment and is not official travel outside the duty station. If IOM requires travel to another city or region of Morocco, it must be authorized in advance. Such transport will be arranged or reimbursed separately by IOM in accordance with applicable IOM travel rules, including IN/6, and Daily Subsistence Allowance will apply at the established rate for authorized official travel outside Rabat. No travel costs may be incurred without prior written authorization. The Category B contract's travel and DSA selections must match this provision.

Desired Candidate Profile
- Education: Advanced university degree (Master's degree or equivalent) in climate change, adaptation, environmental policy, migration, geography, sustainable development, disaster risk reduction, public policy, social sciences or a related field; or a first-level university degree in one of these fields combined with at least two additional years of relevant professional experience.
- Experience: At least five years of relevant professional experience with an advanced degree, or seven years with a first-level university degree, in adaptation planning, climate policy, environmental governance, human mobility in the context of climate change or a closely related field.
- Policy drafting: Demonstrated authorship of, or substantial contribution to, at least one national or subnational policy, strategy, adaptation plan, technical chapter, action framework or equivalent operational public-policy product.
- Technical knowledge: Sound knowledge of National Adaptation Plan processes and relevant UNFCCC guidance, and in-depth understanding of the links among climate change, migration, displacement, planned relocation, labour mobility, pastoralism, diaspora engagement, remittances and immobility.
- Consultation and facilitation: Proven experience conducting institutional interviews and at least one substantial multi-stakeholder consultation or facilitation assignment involving public institutions and technical or non-State partners.
- Analytical tools: Demonstrated ability to develop action matrices, roadmaps, indicators and monitoring arrangements and to translate complex evidence and institutional inputs into concise and feasible measures.
- Languages: Excellent written and spoken English and a good professional command of French.
- Assets: Experience in Morocco or a comparable institutional context in MENA Region. Previous experience with the United Nations, IOM or international cooperation programmes.
