Mission:
Ensure the effective management of projects for the relocation and/or protection of water, sanitation, and electricity networks affected by urban development projects (tramway, BRT, underpasses and structures, highways, railway lines, roads, etc.) financed by third parties, in compliance with current procedures and optimal cost, time, and quality conditions.
Ensure the effective management of works financed and carried out by developers, in compliance with current procedures and optimal cost, time, and quality conditions.
Ensure the strict application and compliance with contractual provisions regarding hygiene, safety, and the environment on the construction site.
Manage claims in accordance with service commitments;
Assist project managers and work supervisors in managing interfaces between internal and external stakeholders, during the study, construction, and commissioning phases of projects.
Manage the team and ensure the improvement of the entity's performance.
Activities:
Lead administrative procedures for obtaining permits from municipal technical services and administrations such as ONEE, DRETL, ADM, telecom operators, ONCF, etc., for the proper execution of works.
Ensure the examination and justification of cost and time deviations observed (compared to the market) as work progresses.
Assist project managers in preparing justification notes for changes made to projects
Monitor the physical and financial progress schedules compared to forecasts and commitments with developers/SDL companies;
Ensure and monitor compliance with work deadlines and establish penalty sheets in case of unjustified delays,
Control the progress claims and third-party invoicing files prepared by project managers and work supervisors,
Consolidate and analyze activity reporting data: dashboard and project sheets.
Prepare an activity report and propose areas for improvement.
Ensure rigorous monitoring of the implementation of agreements established with Developers and authorities for the realization and financing of certain infrastructure projects.

Lead the work acceptance and commissioning phases in coordination with stakeholders and ensure that provisional and final acceptances are issued within the prescribed deadlines.
Monitor the resolution of reservations made within the agreed deadlines during work acceptance from subcontractors, in coordination with the operators;
Consolidate and manage the contractual guarantees of accepted projects (before final acceptance).
Verify the completeness of market closure and DI files.
Capitalize on lessons learned through the progress of work on construction sites via specific evaluation reports.
Ensure the organized archiving of documents related to each project and the systematic entry of digitized documents.
Ensure the decommissioning of abandoned structures in collaboration with the operator
Required profile :
Academic background:
State-recognized engineering degree in Hydraulic Engineering, Rural Engineering, Road and Utilities Works (VRD), Electrical Engineering, Civil Engineering, or equivalent.
Project management training desired
