Roles & Responsibilities
The Accountant will perform accounting functions and conduct the theory and practice of recording, classifying, examining and analyzing data and records of financial transactions. Reviews and consolidates Country Office financials on a monthly basis. Processes and records journal entries, cash receipts/field cash management and wire payments. Responds to inquiries and assists in trainings. Maintains general ledger accounts and supporting sub-ledgers and produces various accounting reports. Participates in various accounting projects including external or internal audits, system upgrades, changes to accounting processes or procedures and other duties as assigned.
Accountabilities:
- Independently applies accounting principles and practices to a variety of accounting, forecasting, cost accounting and/or other fiscal functions.
- Perform cash management activities, including preparation of payment vouchers, advance reconciliations, and cash count documentation, ensuring compliance with organizational and donor requirements.
- Processes vendor payments and maintains complete and accurate payment documentation in compliance with FHI 360 policies and applicable regulations.
- Completes Country Office monthly financial reports for month-end closings involving cash and travel reconciliations, accuracy of reports, and cost allowances.
- Reconciles accounts and reports, examines financial statements for accuracy, completeness, and conformance to guidelines, and maintains subsidiary ledgers.
- Assists in various financial analysis projects and closure of accounting records.
- Reconciles sub-recipients with General Ledger accounts.
- Reviews inter-department cash requests and journal entries.
- Supports internal and external audit requests and prepares field office risk assessment reports.
- Prepares reports and statements requiring interpretation and analysis.
- Identifies substantive issues and thoroughly researches and analyzes them.
- Suggests improvements to accounting systems and processes.
- Performs other duties as assigned.
Applied Knowledge & Skills:
- Independently interpret and apply thorough knowledge of Generally Accepted Accounting Principles (GAAP) and their application.
- Ability to compile, monitor, examine, and audit moderately complex financial statements, reports, and accounts for accuracy, integrity, and conformance to accounting and program guidelines.
- Ability to identify substantive issues and accurately research and analyze them.
- Ability to prepare, disseminate, and interpret financial reports.
- Ability to establish effective working relationships that foster organizational success.
- Communicates structured information in a clear, concise, and organized manner suited to the needs of the audience.
- Demonstrated proficiency with Microsoft Office Suite and computerized accounting software.

- Identifies and resolves accounting issues, referring non-standard or complex problems to higher levels as appropriate.
- Applies judgment for problem resolution based on delegated authority.
- Recognizes and responds to unusual financial activity and maintains an appropriate audit trail for all transactions.
- Differentiates between routine and non-routine transactions and seeks guidance when required.
- Ensures month-end closing deadlines and processes are met timely.
- Ensures internal and external audit requests are addressed timely and without outstanding issues.
Supervision Given/Received:
- Work is performed under general direction.
- Participates in determining objectives of assignments and plans own activities accordingly.
- May serve as a coach or mentor to junior finance staff.
- Reports to the Finance and Operations Manager.
Desired Candidate Profile
Education:**
- Bachelor's Degrees or its International Equivalents - Accounting, Business Administration, Finance or Related Field
Experience:**
- Typically requires a minimum of 3+ years of accounting experience in a public accounting firm, NGO, government agency, or private organization. Proficiency in spreadsheet software required.
- Must demonstrate excellent analytical and organizational skills.
- Fluency in written and spoken French and Arabic is required. Working knowledge of English is an advantage.
- Prior work experience in a non-governmental organization (NGO) is preferred.
- Experience working on USG-funded projects is an advantage.
