- Process purchase requests from headquarters and network services.
- Initiate and manage all forms of purchasing procedures (purchase orders, consultations, tenders, contracts, agreements).
- Prepare bid opening sessions and participate in relevant committees.
- Ensure the administrative and legal management of purchasing procedures, in compliance with current regulations.
- Guarantee the conformity of orders, agreements, and contracts with legal texts and internal procedures.
- Ensure all stages of awarding contracts are carried out according to applicable legislation.
- Monitor the execution of agreements, purchase orders, and contracts (deadlines, quality, compliance).
- Consult and negotiate with suppliers to optimize costs, deadlines, and purchasing conditions.
- Ensure the timely transmission of purchasing files for payment.
- Check the conformity of delivered goods and verify invoices from suppliers and service providers.
- Monitor, control, and manage water and electricity consumption invoices.
- Manage the physical and electronic archiving of files related to purchasing and logistics.
- Manage the stock of office supplies and consumables for headquarters.
- Organize and monitor inventory operations for stock and equipment.
- Supervise the management of material resource utilization.
- Track supply, transport, and shipping operations with suppliers and carriers.
- Ensure delivery follow-up and coordination with logistics providers.
- Manage the mobile fleet for headquarters and the network.
- Oversee cleaning, building security, and green space maintenance services.

- Holder of a Master's degree (Bac+5) in management, finance, accounting, or purchasing, with at least two (2) years of professional experience in a similar role.
- Or holder of a Bachelor's degree (Bac+3) in the same fields, with a minimum of five (5) years of professional experience in a similar role.
- A degree in computer science is a plus.
