Job :

We are looking for a competent, dynamic, and leader-like Health Manager for Neonatal and Pediatric Intensive Care, who is patient-centered, to join the Directorate of Nursing and Hospital Hygiene at HUIR. He/she will be responsible for organizing the continuity and quality of care within the departments, as well as the human and material resources necessary for the activities and objectives of each pole.




His/her main missions will focus on the following areas:





1. Quality of Care







  • The pole care manager will promote a culture of quality and safety of care among the service managers and teams of the various poles and will evaluate paramedical professional practices.

  • The care coordinator will develop a forward-looking vision of the activity and needs of each pole:

  • Organize the continuity of care

  • Monitor and control activity using internal and institutional indicators

  • Readjust, in collaboration with service managers, human and material resources according to activity

  • Coordinate the services of the multidisciplinary paramedical team

  • Evaluate protocols and procedures in a continuous quality approach

  • Implement conditions for reception and stay that respect patient rights

  • Coordinate, in conjunction with service managers, responses to management regarding patient and user complaints and grievances

  • Contribute to the evolution of information systems, the implementation, monitoring, and evaluation of their applications



2. Management of Paramedical Human Resources





  • Contribute to the implementation of efficient work organization

  • Develop the attractiveness of the various poles and contribute to staff retention

  • Contribute to analyzing the causes of and combating delays and absenteeism

  • Identify the core competencies for quality patient care

  • Promote the development of versatility and mobility within each pole and between poles

  • Ensure the maintenance and development of skills within his/her sector

  • Justify or reduce target staffing levels in line with activity

  • Monitor workload and staffing calculations to propose adjustments in response to changes

  • Ensure that service managers apply institutional rules in staff management

  • Manage conflict situations within the poles

  • Manage occupational risks in conjunction with the Occupational Physician, the operational hygiene team, and the pole medical directors

  • Participate in the recruitment of paramedical staff (interview, theoretical assessment, and practical candidate assessment at the care service level)

  • Monitor and update staffing allocation and deployment tables



3. Training of Nursing Staff







  • Identify training needs of employees based on profiles

  • Participate in the development of the annual training plan in collaboration with the training officer and the human capital department

  • Plan and deliver training

  • Manage the logistics, implementation, and monitoring of the training plan with the human capital department

  • Evaluate training and learning in collaboration with pole care managers

  • Prepare the annual report of training conducted within the pole



4. Management of Resources and Equipment







  • Organize the inventory of needs for equipment and participate in their prioritization

  • Ensure, in collaboration with the biomedical team, the maintenance and proper use of equipment

  • Ensure the optimization of material resources

  • Ensure the use of tools (electronic patient records, traceability, etc.)



5. Relations - Communication





  • In collaboration with the Pole Medical Director, the pole care manager:

  • Implement an intra- and inter-pole communication policy

  • Manage, process, and transmit upstream and downstream information for proper care

  • Promote the creation and development of a spirit of collaboration and belonging

  • Encourage inter-pole exchange projects to enrich practices, knowledge, and develop versatility

  • Prepare and lead meetings within the pole

  • Write and transmit the pole's activity report

  • Communicate and highlight relevant initiatives and projects (individual and collective)

  • Ensure the monitoring and updating of dashboards, as well as activity reports.


Required profile :

- Diploma as a general nurse with a health manager diploma or equivalent from a recognized institution;
- Significant professional experience of at least five (5) years;
- Knowledge of care protocols and hospital procedures
- Proficiency in office, management, and hospital information systems (HIS) tools
- Proficiency in the French language (written and oral)
- Strong skills in team management and human resources management
