General Mission: 




The Financial Manager will be responsible for the financial, accounting, budgetary, and tax management of the institution, ensuring the reliability of financial information, driving economic performance, and ensuring regulatory compliance.





Main Tasks:





1. Accounting and Financial Supervision
• Supervise general and analytical accounting.
• Ensure the reliability of accounts, and ensure that accounting operations comply with current standards and regulations.
• Prepare and supervise tax declarations and financial reports.
• Produce monthly, quarterly, and annual accounting reports.
• Record adjustment and closing entries for accounts.
• Prepare tax packages and financial statements.
• Ensure secure archiving of supporting documents and accounting records.
• Verify and check the accuracy of payroll elements, ensuring compliance with social legislation and internal procedures





2. Budget Management
• Develop the annual budget in coordination with general management and relevant departments.
• Monitor budget execution and analyze variances (forecast vs. actual).
• Control budgetary and analytical allocations.
• Recommend budget adjustments and lead periodic budget reviews.
• Ensure monitoring of financial commitments and payment requests.





3. Treasury and Cash Flow Management
• Manage treasury and optimize financial flows.
• Develop the projected treasury plan and ensure its monitoring.
• Manage banking relationships, negotiate terms with financial partners.
• Supervise payment and collection operations.





4. Financial Analysis and Reporting
• Conduct regular financial analyses to assess economic performance.
• Develop financial dashboards and monitor key performance indicators (KPIs).
• Provide periodic financial reports (monthly, quarterly, annual).
• Prepare the annual financial report (accounts and comments).
• Identify areas for cost optimization and profitability improvement.
• Actively participate in the continuous improvement of internal processes.
• Propose and implement decision-support tools.





5. Monitoring, Compliance, and Audits
• Ensure continuous legal, tax, accounting, and regulatory monitoring.
• Prepare and coordinate financial and accounting audits.
• Ensure compliance with tax, social, and regulatory obligations.
• Produce the annual accounting audit file.





6. Team Management & Inter-departmental Coordination
• Manage the accounting and finance team (organization, motivation, evaluation).
• Supervise HR administrative management (payroll, leave, contracts...).
• Participate in defining HR policies on financial aspects.
• Ensure coordination with other departments.





7. Monitoring of Commitments and Dedicated Funds
• Ensure rigorous monitoring of dedicated funds.
• Verify the compliance of committed expenses with agreements and specific funding.
• Ensure financial reporting for co-financed or subsidized projects.










 






Required profile :


1- Knowledge / Technical Skills / Diplomas / Certificates:




• Higher education in finance, accounting, management control, or audit (Master’s degree or equivalent, minimum 5 years of higher education – Master’s, DSCG, DECF, MBA…).
• Proven experience (minimum 04 years) in a similar role, ideally in a structured environment (education, association, company….
• Proficiency in Moroccan accounting and tax standards;
• Good knowledge of ERP systems, particularly SAP;
• Analytical skills, rigor, organizational skills, and respect for deadlines.
• Interpersonal skills, discretion, teamwork, and leadership.
