L’ensemble des livrables devra être rédigé en langue française.<br> Work Location<br>COMOROS<br> Expected duration<br>6 months<br> Duties and Responsibilities<br>Contexte et justification de l’appui Les diasporas contribuent de manière significative au développement durable tant des pays d’accueil que des pays d’origine, en apportant des contributions économiques, sociales et culturelles diversifiées. Elles transfèrent des volumes importants de fonds ainsi que des compétences acquises dans les pays de destination, générant des avantages positives pour les pays d’origine, notamment en matière de transfert de technologies et d’innovation au service du développement national. Les diasporas mobilisent également des ressources financières pour des investissements individuels ou collectifs, visant à améliorer les conditions de vie et/ou à générer des rendements économiques. Malgré cette importance croissante, les politiques relatives aux diasporas demeurent moins développées et insuffisamment prise en compte. Les envois de fonds constituent un levier essentiel du développement et ont des effets significatifs sur la croissance économique, en soutenant la consommation, l’investissement et les dépenses sociales (éducation, santé, protection sociale). Au cours des dernières années, les flux de transferts de fonds ont connu une augmentation notable et représentent désormais la principale source de financement externe dans de nombreux pays africains, dépassant l’aide publique au développement (APD) et les investissements directs étrangers (IDE). Toutefois, la contribution positive des diasporas internationaux, en particulier des envois de fonds, demeure insuffisamment valorisée. Malgré certains progrès, les efforts visant à tirer pleinement parti de ces contributions restent en deçà de leur potentiel, en particulier dans le contexte africain. Une meilleure compréhension de la contribution des diasporas et l’élaboration de politiques publiques adaptées, visant à les protéger et à les autonomiser, sont essentielles pour maximiser les bénéfices de la migration. Dans ce contexte, la CEA met en œuvre un programme intitulé « Renforcer le lien migration-développement en Afrique » (2024-2028) afin de renforcer les capacités de 6 pays à intégrer la contribution de la diaspora dans leurs stratégies nationales de développement. L’objectif est d’optimiser l’impact des transferts de fonds effectués par les travailleurs du secteur formel de la diaspora vers leur pays d’origine, contribuant ainsi à un développement durable. Aux Comores, ces transferts de fonds représentent une source essentielle de financement du développement (plus de 20 % du PIB) et leur utilisation pourrait être encore plus efficace si le cadre, politiques, réformes et les outils adéquats étaient mis en place pour les orienter vers l’investissement. Fonctions et responsabilités Sous la supervision directe du Chef de la Section des initiatives sous-régionales et du responsable de programme chargée des affaires économiques, et sous la supervision générale du Directeur du Bureau sous-régional pour l’Afrique du Nord, le consultant fournira un appui technique et opérationnel afin de faciliter l’intégration des contributions de la diaspora dans l’agenda de développement des Comores et l’élaboration d’un cadre adéquat permettant de mieux valoriser ces contributions. Il travaillera en étroite collaboration avec le ministère des Finances du Budget et du Secteur bancaire pour : • Collecter et fournir les informations et données nécessaires ; • Appuyer la préparation du rapport d’analyse de la situation nationale en fournissant des contributions contextuelles, facilitant les consultations avec les parties prenantes et garantissant la validation des résultats afin d’assurer leur adéquation avec le contexte national ; il contribuera également à la collecte et l’analyse des données et informations nationales relatives aux aspects institutionnels, juridiques et financiers des envois de fonds et à leur contribution au développement durable ; • Contribuer à l’appui technique au budget citoyen 2027 qui va accompagner la loi de Finances • Apporter l’appui nécessaire à l’élaboration et à l’adaptation contextuelle de la Boite à outils (Toolkit) pour intégrer la composante transferts de fonds et contribution de la diaspora dans les stratégies et politiques nationales. • Assurer l’organisation des réunions nationales et des ateliers, y compris la gestion des aspects logistiques, la coordination avec les parties prenantes, la préparation des documents de travail et le bon déroulement des activités. Résultats attendus de la mission Dans les délais impartis, le consultant contribuera à la production des livrables suivants : 1. Contribution au rapport d’analyse de la situation nationale, incluant la collecte de données, les contributions des parties prenantes et la validation de l’évaluation des cadres institutionnels, juridiques et financiers relatifs aux envois de fonds et au développement durable ; 2. They bring home significant remittances and skills from destination countries, providing significant benefits to home countries and as useful source of technological transfer, and innovative ideas for national development. Migrants also acquire financial resources for sole and joint investment to improve lives, make financial returns, or both. Despite their increasing importance, diaspora policies still receive less consideration than immigration policies. Remittances are a vital tool for development and have significant implications for economic growth through the increase of consumption, investment, and social spending (education, health, social security…). Remittances inflows have increased significantly in recent years and have become the main financial external inflow in African countries, surpassing other inflows that traditionally play an important role in these countries, such as official development assistance (ODA) and foreign direct investment (FDI). In 2025, formal remittances to Africa reached historic levels surpassing US$100 billion, driven by policy reforms and strong diaspora engagement with Egypt ranking 1st and receiving the most important share of remittances ($41.5 billion). However, the positive contribution of international migrants, remittances in particular, is overlooked. And while countries have made some progress on capitalizing on migrants' contribution to development, in African countries these efforts continue to be a missed opportunity. Understanding migrants' positive contribution to their receiving countries and designing policies and tools that protect and empower them is key for maximizing the socioeconomic benefits of migration. Knowing the importance of remittances to economic development and to facilitate evidence-based policies and their implementation, the governments, the private sector, and the NGOs need clear tools, framework and policies that help to better optimize the contribution of Diasporas in the development of their countries of origin. In this context, ECA is implementing a programme on "Strengthening the migration-development nexus in Africa » from 2024 to 2027. The programme supports six African Member States with important diaspora, significant remittance inflows and proactive efforts from the government to leverage diaspora contribution for development and channel remittances to productive investments. The program’s objective is to strengthen the capacities of selected countries to integrate diaspora’ contribution into national development strategies/plans/programmes as alternative source to finance development and to channel remittances to productive investment by developing the practical/adequate institutional, regulatory and financial framework. Scope and tasks of work Under the direct supervision of the Chief of the Subregional Initiatives Section and the Economic Affairs Officer and the overall supervision of the Director of the North Africa Regional Office, the expert will provide technical support and advisory services to the Ministry of Finance and stakeholders in Egypt to develop the adequate framework to better leverage the diasporas’ contribution to development in Egypt. The expert will: - Prepare an inception report demonstrating a good understanding of the task and detailing among others the work to be undertaken, the conceptual framework, the methodology, the work plan, the annotated plan of the report and the chronogram of the activities. - Assess the existing framework, available data and information on institutional, regulatory, financial aspects related to remittances and its contribution to sustainable development in Egypt. This assessment will help to identify gaps and challenges to build/develop an effective framework to better optimize the contribution of diasporas into development. In addition, a review of Egypt`s investment environment to attract remittances and diaspora savings will be done. This will help to identify challenges and opportunities for investment by Diaspora. Prepare a country situation analysis report based on the results of the assessment. - Develop and propose an effective regulatory and institutional framework based on the country’s context and international experiences with policy reforms and strategic tools/instruments, that are tailored to the needs of Diaspora to channel remittances to investments in Egypt. - Elaborate a detailed roadmap to establish the identified framework, strategic tools/instruments and propose a clear action plan to better leverage diasporas’ investments and contribution to development (actions/ reforms/policies with timeframe, Monitoring & Evaluation matrix and coordination structure). - Take part in national, regional and subregional discussions and workshops related to the programme, and act as a resource person in the work on diasporas’ economic contribution in Egypt. - Develop and implement two (2) workshops: (1) at mid-term to discuss the preliminary results and (2) the final workshop to present the suggested effective framework including policy reforms and the roadmap. The expert is expected to ensure the involvement of relevant stakeholders (Government Ministries, Departments and Agencies, Development Partners; private sector, civil society...), in collaboration with the established National Technical working group in Egypt. Together, we will continue to evolve our discovery engine through the development, implementation, and optimization of cutting-edge solutions.</p><br><br>Qualifications<br><br><p><strong><u>Education:</u></strong></p><br><ul><li>BS, MS, or PhD in Biological Engineering, Bio/Chemical Engineering, Chemistry, Biochemistry, or a related field, with typically 10+ years (BS), 8+ years (MS), or 0+ years (PhD) of pharmaceutical and/or relevant industry experience.</li></ul><p><strong><u>Skills and Experiences:</u></strong></p><br><ul><li>Expert knowledge of laboratory procedures for antibody discovery; ability to design, develop, optimize, and execute high-throughput antibody analytics workflows to support high-quality data generation at scale.</li><li>Proficiency in protein analytics, including SEC, HIC, MS, ELISA, biomolecular interactions, and cell-based assays.</li><li>Hands-on experience developing automated, high-throughput assays using liquid handlers (Lynx, Hamilton, Tecan).</li><li>Familiarity with instrument integration, scheduling software (Cellario, Green Button Go, Overlord, Genera), and LIMS.</li><li>Proficiency in cell expression and antibody purification in a high-throughput setting.</li><li>Familiarity with AI tools (e.g., Claude, Codex) and programming languages (Python, C#) to streamline operations and data workflows.</li><li>Creative thinking, strong motivation, and problem-solving skills; demonstrated ability to engage internal and external scientific leaders in collaborative research.</li><li>Proactive in adopting new technologies to improve workflows, including developing proof-of-concept experiments for rapid go/no-go decisions.</li><li>Excellent organizational skills with the ability to manage multiple projects simultaneously.</li></ul><br>Additional Information<br><br><p>Applicable only to applicants applying to a position in any location with pay disclosure requirements under state or local law: </p><br><ul><li>The compensation range described below is the range of possible base pay compensation that the Company believes in good faith it will pay for this role at the time of this posting based on the job grade for this position.
