It emphasizes a human rights-based approach, gender equity, and the principle of leaving no one behind. The Country Programme builds on previous development results and leverages UNDP country, regional and global institutional capacities, including South-South and triangular cooperation. </p><br> <br> <p>UNDP Country Office in Morocco works in close partnership with the Government and the international community to advance the New Development Model's objectives of structural transformation toward a more inclusive, empowered, sustainable and resilient economy and society, contributing to broader African prosperity. The UNDP Resident Representative (RR) leads and oversees the work of the Country Office, seconded by the Deputy Resident Representative (DRR Programme & Operations). The Country Office comprises approximately 50 staff and personnel and delivers around USD 25 million in programmatic support to Morocco annually. </p><br> <br> <p>The Country Office characterised by multiple thematic portfolios, a diverse donor base, and a mix of Direct and National Implementation Modalities requires a dedicated Programme Management Support Unit (PMSU) to provide support to quality assurance, monitoring and evaluation, audit coordination, risk management, and corporate compliance support across the full programme cycle. The PMSU Coordinator leads this function and acts as a strategic advisor to senior management on the integrity, performance and accountability of the UNDP Morocco programme portfolio. </p><br> <br> <p><strong>Duties and responsibilities</strong> </p><br> <br> <p>Under the direct supervision of the Deputy Resident Representative (Programme & Operations), the PMSU Coordinator supports the effective management and monitoring of the UNDP programme portfolio, including substantive and financial monitoring, planning and target setting, the development and oversight of standard procedures, and the implementation of partnership and donor agreements based on agreed annual work plans. </p><br> <br> <p>The PMSU Coordinator acts as a quality assurance advisor to Senior Management on all aspects of the programme and provides advice to the DRR and to programme units on strategic planning, monitoring and evaluation, audit, risk management, the Internal Control Framework, Results-Based Management, and financial management of the programming portfolio. Support the DRR in providing quality assurance, financial oversight and policy advice across the programme cycle</strong> </p><br> <br> <ul> <li>Support strategic oversight of programme planning, budgeting, implementation and monitoring across the Country Office, tracking the use of financial resources in accordance with UNDP rules and regulations. </li> </ul> <br> <ul> <li>Strengthen internal control systems and maintain compliance standards across the Country Office, in close coordination with the Operations Unit. </li> </ul> <br> <br> <ul> <li>Foster collaboration between programme units, project teams, HQ and the RBAS Regional Hub, ensuring sound financial performance through programme resource analysis (including DPC/DES) and effective resource planning. </li> </ul> <br> <ul> <li>Advise on implementation modalities (DIM, NIM, etc.) based on UNDP rules and regulations and advise project staff and implementing partners on control systems and operational compliance. </li> </ul> <br> <ul> <li>Assess work processes and procedures with Team Leaders and Project Managers to ensure tasks are carried out with maximum efficiency. </li> </ul> <br> <ul> <li>Monitor Country Office delivery, resource mobilization, TRAC allocation, revenue management and cost recovery, and support periodic monitoring of corporate dashboards and exceptions, identifying remedial actions. </li> </ul> <br> <ul> <li>Provide quality assurance for legal and partnership instruments, including Letters of Agreement (LoAs), Memoranda of Understanding (MoUs), Micro-Capital Grants (MCGs), and Cost-Sharing Agreements, ensuring compliance with UNDP rules and regulations. </li> </ul> <br> <ul> <li>Provide quality assurance for CO HACT payments, as a complement to programme and operations assurances, highlighting issues which require additional due diligence or complementary documentation, and advising on continuous quality improvements for effective, transparent and swift processes in support to implementation. </li> </ul> <br> <ul> <li>Ensure effective application of Results-Based Management (RBM) tools, establishment of management targets, compliance with corporate requirements, and rigorous use of Quantum and other UNDP corporate platforms. </li> </ul> <br> <ul> <li>Oversee adherence to procurement plans and ensure the efficient use of resources in accordance with UNDP rules and policies. </li> </ul> <br> <p><strong>3. Lead the design and implementation of the Country Office monitoring and evaluation system</strong> </p><br> <br> <ul> <li>Provide technical advice on M&E for projects within the Country Office portfolio, including the design of M&E frameworks with defined indicators and theories of change to facilitate evaluation at later stages. </li> </ul> <br> <ul> <li>Promote evaluation standards, quality assurance and capacity development within the programme. </li> </ul> <br> <ul> <li>Facilitate quarterly, mid-year and annual reviews of project indicators and targets to assess progress, identify constraints and gaps, and provide recommendations for course correction. </li> </ul> <br> <ul> <li>Ensure that evaluation findings feed into policy, programme and project design, and oversee the timely preparation of management responses to all evaluations. </li> </ul> <br> <ul> <li>Provide methodological support to project units during the formulation, approval and implementation of M&E procedures and instruments, and select appropriate RBM tools, particularly for monitoring. </li> </ul> <br> <ul> <li>Carry out programme analysis at outcome and sub-outcome level, in collaboration with programme and operations teams, to capture lessons learned and ensure that risks are properly monitored and mitigated. </li> </ul> <br> <ul> <li>Undertake regular field visits to ensure compliance and timely execution of monitoring and evaluation activities by project units. </li> </ul> <br> <ul> <li>Support the conduct of project and outcome-level evaluations in collaboration with the RR/DRR, programme teams, and the Independent Evaluation Office, including evaluations measuring the impact of the Country Office programme. </li> </ul> <br> <p><strong>4. Coordinate audit, risk management and assurance exercises</strong> </p><br> <br> <br> <ul> <li>Assess risk areas and work with project personnel to minimize risk exposure, in consultation with relevant project and operations teams and under the oversight of the Country Office Management Team. </li> </ul> <br> <ul> <li>Coordinate periodic Harmonized Approach to Cash Transfers (HACT) exercises and other assurance activities. </li> </ul> <br> <ul> <li>Prepare audit plans for projects and the Country Office, and coordinate audit exercises with senior management, project teams, implementing partners and external auditors. </li> </ul> <br> <ul> <li>Monitor the implementation of previous audit recommendations and report status to the Country Office Management Team at regular intervals. </li> </ul> <br> <ul> <li>Actively participate in project audits, internal controls and follow-up actions, and ensure compliance with audit quality standards and timeframes. </li> </ul> <br> <ul> <li>Maintain and update the Country Office risk register, escalating significant risks to senior management as appropriate. </li> </ul> <br> <p><strong>5. The plan and deadlines for the deliverables will be discussed and decided in consultation between the consultant and SRO-NA<br> Work Location<br>GHANA<br> Expected duration<br>6 months<br> Duties and Responsibilities<br>Background and rationale for support Diasporas contribute significantly to the sustainable development of both destination and origin countries, making diverse economic, social, and cultural contributions. They bring home significant remittances and skills from destination countries, providing significant benefits to home countries and as useful source of technological transfer, and innovative ideas for national development. Migrants also acquire financial resources for sole and joint investment to improve lives, make financial returns, or both. Despite their increasing importance, diaspora policies still receive less consideration than immigration policies. Remittances are a vital tool for development and have significant implications for economic growth through the increase of consumption, investment, and social spending (education, health, social security…). Remittances inflows have increased significantly in recent years and have become the main financial external inflow in African countries, surpassing other inflows that traditionally play an important role in these countries, such as official development assistance (ODA) and foreign direct investment (FDI). However, the positive contribution of international migrants, remittances in particular, is overlooked. And while countries have made some progress on capitalizing on migrants' contribution to development, in African countries these efforts continue to be a missed opportunity. Understanding migrants' positive contribution to their receiving countries and designing policies and tools that protect and empower them is key for maximizing the socioeconomic benefits of migration. Knowing the importance of remittances to economic development and to facilitate evidence-based policies and their implementation, the governments, the private sector, and the NGOs need clear tools, framework and policies that help to better optimize the contribution of Diasporas in the development of their countries of origin. In this context, ECA is implementing a programme on "Strengthening the migration-development nexus in Africa » from 2024 to 2027. The programme supports six African Member States that have diverse migration patterns, strategic geographical location, significant migration flows, diverse diaspora, significant remittance inflows (in percentage of GDP), and proactive efforts from the government to leverage migration for development and channel remittances to productive investments. Duties and Responsibilities: Under the direct supervision of the Chief of the Subregional Initiatives Section and the Economic Affairs Officer, and the overall supervision of the Director of the North Africa Regional Office, the consultant will provide continuous technical support and advisory services under the Programme “Strengthening the Migration–Development Nexus in Africa,” to leverage the contribution of Ghanian diaspora and channel remittances to investment including developing adequate tools/instruments, monitoring and follow-up of reforms implementation in Ghana, while supporting other countries through the transfer of Ghana’s experience and best practices to develop their own frameworks/ tools for integrating diaspora contributions into development planning and channeling remittances to investment. The consultant will: - provide continuous technical and advisory support to the NDPC, the national technical working group and Ghanaian institutions/ministries in charge of remittances and diaspora contribution under the Programme “Strengthening the Migration–Development Nexus in Africa”, especially in the area of providing: - capacity building training to Metropolitan, Municipal and Districts Assembles (MMDAs) in Ghana on how to mainstream migration and diaspora contributions and remittance in their respective Medium-Term Plans (MTDPs), 2026-2029, using the Ghana training toolkits - technical backstopping to MMDAs in preparing their respective “Migration for development and Diaspora Contributions and Remittances Action Plans; - technical coordination and support to Bank of Ghana (BoG), Ministry of Finance (MoF); Ministry of Foreign Affairs (MFA), Diaspora Desk, Office of the President, Ghana Investment Promotion Centre (GIPC)/Ministry of Trade and Industries (MOTI) to develop appropriate instruments/tools to operationalize the migration and diaspora contributions and remittance interventions outlined in the Medium Term National Development Policy Framework, 2026-2029. These instruments/tools include National Remittance Strategy and Diaspora Investment Strategy; and - support to national dissemination and advocacy programmes on migration and diaspora contributions and remittances, instituted by NDPC. - Monitor, evaluate, and follow up on programme and policy reforms implementation in Ghana to ensure effective implementation, delivery and results, including: - finalizing the results framework for monitoring the implementation of migration and diaspora contributions and remittance interventions outlined in the Medium-Term National Development Policy Framework, 2026-2029; and - provide technical support to NDPC to mainstream relevant Key Performance Indicators (KPIs) in the Medium-Term National Development Policy Framework, 2026-2029 indicator matrix, as well as collecting the baseline data and setting the relevant targets to the implementation period. - Support implementation and provide technical inputs and promoting south-south cooperation with other countries beneficiaries of the programme through the transfer of Ghana’s experience and dissemination of best practices. - Assist other countries and provide technical inputs and advisory services in developing their own tools to integrate diaspora contributions into national and medium-term development planning and channel remittances to productive investment.<br> Qualifications/special skills<br>Advanced university degree (Masters' degree) in economics, social science (Statistics, Development, Economics, Sociology, Demography, Population Studies, Migration, etc.) or any related field is required. A first-level university degree in a combination of additional two years of qualifying experience may be accepted in lieu of the master's degree. Org. Setting and Reporting<br>In its resolution 72/279 of 31 May 2018, the General Assembly created a dedicated, impartial empowered and sustainable development-focused coordination function for the United Nations development system, drawing on the expertise and assets of all United Nations development system entities, including specialized and non-resident agencies. The Resident Coordinator system ensures the coordination of all organizations of the United Nations dealing with operational activities for development at the country level, regardless of the nature of their presence in the country. It encompasses the UN Resident Coordinator, the UN Country Team and Resident Coordinator’s Office and is served by the UN Development Coordination Office. In line with this General Assembly mandate, the Resident Coordinator (RC) is the highest-ranking representative of the United Nations development system (UNDS) at the country level, with the responsibility to lead United Nations country teams, and ensure system-wide accountability on the ground – including through a matrixed dual reporting model - for the United Nations Sustainable Development Cooperation Framework and coordinating UN support to countries in their implementation of the 2030 Agenda. These activities, carried out by waste pickers operating outside the formal system, are often conducted in precarious and unsanitary conditions, contributing to the spread of illegal dumping sites across the city, affecting living conditions, urban attractiveness, and public health.</p><br> <p>Through an inclusive and structured approach, the project foresees the integration of waste pickers into formal cooperatives, ensuring respect for their dignity, access to stable income, social protection, and training programs that support their long-term inclusion and future prospects.</p><br> <p>The innovative nature of this initiative lies in its ability to professionalize the sector while placing waste pickers at the center of the operational system. By becoming managers of collection and sorting points, they are recognized as strategic partners in urban cleanliness and recycling, actively contributing to citizen awareness and the promotion of waste sorting at source.</p><br> <p><strong>Duties and Responsibilities</strong></p><br> <p>The Project Coordinator will perform the following functions:</p><br> <p><strong>A. The Procurement Associate supervises and leads the support staff of the CO Procurement Unit. S/he promotes a client-focused, quality, and results-oriented approach in the Unit. </p><br> <p>The Procurement Associate works in close collaboration with Operations, Programme and project teams in the Country Office, Region and UNDP HQ as well as with vendors and Government officials to deliver information, provide advisory support, and resolve complex procurement-related issues. </p><br> <p>UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Implement internal control system that ensures purchase orders are duly prepared, dispatched, and corrected on a timely basis when there are budget check errors or other problems.</li> <li>Implement harmonized procurement services and analyze new opportunities for joint procurement for the UN agencies in line with the UN reform.</li> </ul> <br> 3.)
