He/she will be accountable for talent acquisition, succession/workforce planning, performance management and development for property employees, using technology efficiently, and coaching/developing others to help influence and execute business objectives in the most efficient manner. He/she generally works with considerable independence, developing processes to accomplish objectives in alignment with broader business objectives. The incumbent will ensure that aviation firefighting resources, equipment, and emergency response arrangements remain operationally ready and compliant with United Nations Aviation Standards and ICAO Standards and Recommended Practices (SARPs). Migrants also acquire financial resources for sole and joint investment to improve lives, make financial returns, or both. Despite their increasing importance, diaspora policies still receive less consideration than immigration policies. Remittances are a vital tool for development and have significant implications for economic growth through the increase of consumption, investment, and social spending (education, health, social security…). Remittances inflows have increased significantly in recent years and have become the main financial external inflow in African countries, surpassing other inflows that traditionally play an important role in these countries, such as official development assistance (ODA) and foreign direct investment (FDI). However, the positive contribution of international migrants, remittances in particular, is overlooked. And while countries have made some progress on capitalizing on migrants' contribution to development, in African countries these efforts continue to be a missed opportunity. Understanding migrants' positive contribution to their receiving countries and designing policies and tools that protect and empower them is key for maximizing the socioeconomic benefits of migration. Knowing the importance of remittances to economic development and to facilitate evidence-based policies and their implementation, the governments, the private sector, and the NGOs need clear tools, framework and policies that help to better optimize the contribution of Diasporas in the development of their countries of origin. In this context, ECA is implementing a programme on "Strengthening the migration-development nexus in Africa » from 2024 to 2027. The programme supports six African Member States that have diverse migration patterns, strategic geographical location, significant migration flows, diverse diaspora, significant remittance inflows (in percentage of GDP), and proactive efforts from the government to leverage migration for development and channel remittances to productive investments. Duties and Responsibilities: Under the direct supervision of the Chief of the Subregional Initiatives Section and the Economic Affairs Officer, and the overall supervision of the Director of the North Africa Regional Office, the consultant will provide continuous technical support and advisory services under the Programme “Strengthening the Migration–Development Nexus in Africa,” to leverage the contribution of Ghanian diaspora and channel remittances to investment including developing adequate tools/instruments, monitoring and follow-up of reforms implementation in Ghana, while supporting other countries through the transfer of Ghana’s experience and best practices to develop their own frameworks/ tools for integrating diaspora contributions into development planning and channeling remittances to investment. Follow @abbvie on LinkedIn, Facebook, Instagram, X and YouTube.</p><br><br>Job Description<br><br><p>The Director, Health Economics & Outcomes Research (HEOR) leads the development & execution of projects for on-market and/or pipeline development assets, who is the brand/asset leader representing HEOR on cross functional asset/brand teams and in the pipeline commercialization teams. He or she is accountable for HEOR strategies and execution for at least one asset and/or at least one indication for US or international. The director may have 1-2 full-time direct reports.</p><br><p>Responsibilities</p><br><p>Oversees the design and conduct, of projects and effectively communicates the findings and strategic impact of findings to internal and external audiences</p><br><ul><li>Provides product leadership to HEOR strategic direction for consistent with business goals established in conjunction with the appropriate cross functional partners.</li><li>Ensures project plan integrates and aligns with the product strategic plans from matrix teams as well as commercial interests. Provides updates on execution of plans to product as well as functional management, owns, then shares project execution decisions. In the development of product strategic plans he/she liaises with other members of the product team to generate innovative ideas and create buy-in to strategies</li><li>Accountable for end-to-end delivery of HEOR book of work under their remit, from strategy development to content pull through</li><li>Accountable to ensuring strong partnership with all relevant HEOR COE functions to ensure a comprehensive HEOR voice is represented in cross-functional meetings</li><li>Executive presence and ability to engage with senior leaders in a cross functional setting.</li></ul><br>Qualifications<br><br><ul><li>Advanced degree in health economics or related discipline</li><li>Minimum of seven years working experience with Master’s, five year with PhD (can include fellowship experience). Professional training in a health field (MD, PharmD, etc.) is a plus</li><li>Preferred: PhD in Economics, Econometrics, or (pharmaco)epidemiology or any other related field with 3 years of relevant experience. Clinical research experience strongly recommended; within pharmaceutical industry preferred. Experience leading complex products and/or clinical development in support of pipeline development and on-market product</li><li>Typically 3+ years of clinical development experience in the pharmaceutical industry, CRO, academia or other health-related consulting company plus having expert knowledge in a relevant therapeutic specialty</li><li>Proven leadership skills in a cross-functional global team environment. Ability to interact externally and internally to support global business strategy.</li><li>The Director must perform at times in previously uncharted territory with few, if any, established guidelines or procedures. At other times, exceedingly complex governmental rules and regulations must be followed. For problems surrounded by complex rules and regulations, the Director must be able to direct compliance knowledgeably and expeditiously.</li><li>Must be able to develop creative and effective solutions to inter- and intra-project priority conflicts, resource constraints and other problems which may impact project or group goals and deliverables across multiple programs.</li><li>High goal-orientation with the ability to see solutions rather than problems as projects encounter the inevitable ups and downs associated with new drug development or on-market product support.</li><li>Extensive knowledge of the global regulatory, HTA and PR&A landscape, as well as understanding of other development-related functions as they relate to all phases of drug development.</li><li>Skills to perform the dual roles of leading a cross functional team and managing scientific personnel in clinical research. Must be able to interact successfully with Senior Management globally (Executive staff, Area VPs, GMs etc.) and act as the HEOR project/group champion and spokesperson.
