<p>Under the overall supervision of the AVRR Project Officer and the direct supervision of the National Operation Officer, the Operation Assistant will be in charge of supporting case management and movement operations in the field (specifically through the following duties and responsibilities):</p><p>1. Conduct interviews with new applicants requesting IOM assistance and register their data using IOM relevant systems.</p><p>2. Perform airport services, such as providing custodial care of travel documentation; verifying identities and documentation, including exit permissions, visas, tickets and other items in the travel bag; assisting with airport formalities, including flight arrivals, curb-side assistance, check-in, luggage formalities, immigration procedures, security screening systems and customs clearance; escorting arriving individuals to ground transportation and departing individuals to their gates; visually confirming flights have departed; ensuring individuals with special needs or equipment receive appropriate support; and, as needed, sending notifications using relevant systems.</p><p>3. Assist individuals at IOM offices, or third-party facilities, including upon arrival with sign-in, verification of identity, orientation, food and non-food items, instructions, briefings, activities and resolution of issues; and upon departure for medical appointments, return travel or onward travel with briefings, luggage support and transition to transportation. Enter and update relevant data in the appropriate systems and ensure vulnerable individuals are assisted in a manner that ensures their safety, security and comfort; report all issues immediately to the appropriate supervisor(s).</p><p>4. Exchange correspondence with the Embassies of the countries of origin to request the issuance of travel documents.</p><p>5. Maintain contact with IOM missions in countries of origin, embassies and other essential IOM partners.</p><p>6. Contribute to the monitoring of vulnerable cases in coordination with other direct assistance programs and partner associations to facilitate integrated and effective assistance to program beneficiaries.</p><p>7. Provide regular feedback on work being accomplished to the National Operation Officer and/or supervisors and team members and keep supervisors immediately informed of any issues requiring their attention.</p><p>8. Undertake duty travel, if required, to participate in meetings or training sessions, or to escort individuals.</p><p>9. Maintain and ensure the confidentiality and integrity of all relevant paperwork in line with standards of conduct and data protection rules. Alert the National Operation Officer or management of any non-compliance to SOPs or codes of conduct by IOM staff members or partners.</p><p>10. Perform such other duties as may be assigned.</p><p><strong>Desired Candidate Profile</strong></p><p>Education : Bachelor s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or. School diploma with four years of relevant experience.</p><p>Experience : Experience in collaborating with government authorities, national/international institutions, United Nations agencies, and non-governmental organizations. Experience working on migration or the protection of vulnerable individuals, such as victims of trafficking, unaccompanied and separated children and other vulnerable groups. Prior experience working with international humanitarian organizations, nongovernmental or governmental institutions/organizations in a multicultural setting is an advantage</p>

The incumbent will ensure that aviation firefighting resources, equipment, and emergency response arrangements remain operationally ready and compliant with United Nations Aviation Standards and ICAO Standards and Recommended Practices (SARPs). Within the delegated authority, the Air operation Assistant (Aviation Fire Marshal) will carry out the following duties but not limited to the following: • Manage and supervise Aircraft Rescue and Firefighting (ARFF) operations at MINURSO operational airfields, helipads, and temporary landing sites. • Assists with the coordination of the provision of reliable, cost effective and efficient emergency crash and rescue (ECR) support (including ground handling support) to the air operations activities of MINURSO. • Maintain an effective and fully operational aviation firefighting capability throughout the Mission. • Verifies that airfields/air terminals and landing sites are equipped for UN air operations in accordance with the requirements of the DFS Aviation Manual and UN AVSTADS with specific emphasis on ECR equipment • Conduct regular inspections of firefighting facilities and equipment to ensure serviceability and compliance with applicable standards. • Ensure continuous operational readiness of firefighting vehicles, rescue equipment, firefighting agents, communication systems, and personal protective equipment. • Assist in the Development, revision, and implementation of aviation firefighting Standard Operating Procedures (SOPs), and contingency procedures. • Plan, coordinate, and conduct emergency response exercises, aircraft accident simulations, and live firefighting drills involving aviation personnel, and other Mission stakeholders. • Provide technical guidance on aircraft rescue, firefighting techniques, aviation fuel fire hazards, hazardous materials (HAZMAT), and aircraft incident management. • Conduct fire safety inspections and fire risk assessments of aviation facilities, fuel storage installations, and operational sites. • Assists with the development of technical specifications for ECR goods and services, provides inputs to the responses to bids and technical evaluations to ensure that vendor's proposals meet technical requirements. • Monitors that appropriate ECR reference documents are current, readily available and accessible to all aircrew members and aviation personnel. • Provides inputs in the development of the standard operating procedures for the related aviation processes. • Provides inputs in the development of budget proposals for the mission's ECR requirements. • Provides inputs for the preparation of operational plans, performance reports, and responses to internal and external audit observations. • Assist with the Coordination routine (regular passenger/cargo, logistics resupply) flights, special(casualty and medical evacuation, VIP) flights and military operational flights in accordance with Standard Operating Procedures (SOPs), UN directives, Department of Field Support (DFS) Aviation Manual, UN Aviation Standards (UN AVSTADS), UN Aviation Safety Manual, ICAO standards and recommended practices and the host country's Aeronautical Information Publications (AIPs). • Assists with the coordination of the integrated search and rescue operations for UN air assets and other aircraft upon request. • Assists with the coordination of diplomatic over flight/landing clearances, ground handling support and hotel accommodation/meal/transportation arrangements for aircrews. • Assists in conducting internal audits in accordance with the approved unit's/section's Internal Audit Program and Internal Audit Plan. • Assists in conducting random checks and inspections of civilian air operators. • Maintain records of inspections, equipment maintenance, emergency drills, and operational readiness. • Advise the Chief Aviation Officer/or Chief Technical Compliance on improvements to aviation emergency response capability and fire safety programmes. • Perform any other operational or administrative delegated duties as per the requirement.<br> Qualifications/special skills<br>High school diploma is required. A minimum of six (6) years of progressively responsible experience in air transport ECR operations, including active participation in aviation rescue operations or related aviation safety experience, and Fighting Authority is required. Experience in firefighting techniques, firefighting vehicles, conducting aviation emergency exercises and managing firefighting equipment and resources is required. Experience in Aviation firefighting (rotary-wing and fixed-wing) aircraft operations is required. Experience in at least two of the following fields directly related to: air transport operations or/ airfields management or/ Quality Assurance or/Resources management or /contract management for air transport services is highly desirable. Experience in the use of ICAO standards and recommended practices is desirable Previous experience in United Nations peacekeeping operations or other international organizations and working in remote, austere, desert, or conflict affected environments is desirable.
