The Prosperity Pillar focuses on inclusive economic transformation, decent work and employment, social protection, financing for sustainable development, human capital, and the territorialization of the Sustainable Development Goals (SDGs), with a strong emphasis on leaving no one behind and reaching the most vulnerable populations and territories. </p><br> <br> <p>To scale up delivery of its inclusive growth portfolio in line with national priorities, UNDP Morocco is recruiting an Inclusive Growth Coordinator at the NPSA-9 level. Under the overall guidance of the Deputy Resident Representative, and under the direct supervision of the Programme Analyst of the Prosperity Pillar, the Coordinator will provide substantive coordination, programmatic and policy advisory support across a portfolio covering inclusive growth, poverty reduction and employment, social protection, health and development, and financing for development, with a particular emphasis on the local and territorial level. </p><br> <br> <p><strong>Scope of Work </strong></p><br> <br> <p>The Inclusive Growth Coordinator will lead the coordination, technical backstopping and policy positioning of UNDP Morocco's inclusive growth portfolio, ensuring substantive coherence, quality assurance, and integrated programming across thematic areas. The Inclusive Growth Coordinator will work closely with the Programme Analyst of the Prosperity Pillar, Project Managers, Programme Analysts, the and counterparts in Government, the UN Country Team, Development Partners, the private sector, academia and civil society. </p><br> <br> <p>Under the overall guidance of the Deputy Resident Representative, and direct supervision of the Programme Analyst of the Prosperity pillar, the Inclusive Growth Coordinator will drive the following key functions: </p><br> <br> <p><strong>A. Ensure portfolio coordination, quality assurance and strategic positioning</strong> </p><br> <br> <ul> <li>Coordinate the implementation, monitoring and reporting of the inclusive growth portfolio, ensuring alignment with the Country Programme Document (CPD), the United Nations Sustainable Development Cooperation Framework (UNSDCF), Agenda 2030 and the Sustainable Development Goals and other internationally agreed development goals, the “Nouveau Modèle de Développement” (NMD) and Morocco's national priorities. </li> </ul> <br> <ul> <li>Provide substantive backstopping and quality assurance to project managers and analysts working on poverty, employment, private sector development, social protection, health and Financing for Development (FfD), including review of workplans, narrative and financial reports, results frameworks and donor deliverables. </li> </ul> <br> <ul> <li>Lead integrated programming across the portfolio, identifying synergies between projects and with the Planet and Governance pillars, and cross-cutting accelerators (digital, innovation, gender, youth). </li> </ul> <br> <ul> <li>Contribute to the design of new initiatives and concept notes, including project documents, theories of change, results and resources frameworks, and risk and stakeholder analyses, in line with UNDP's programme and operations policies and procedures (POPP) and Social and Environmental Standards (SES). </li> </ul> <br> <br> <ul> <li>Support the Programme Analyst and senior management in positioning UNDP as a strategic partner of choice on inclusive growth, including by drafting strategic notes, briefings, talking points, op-eds and policy papers for the Resident Representative, the Deputy Resident Representative and the Team Leader. </li> </ul> <br> <p><strong>B. Ensure substantive coordination and programming across thematic areas</strong> </p><br> <br> <ul> <li>Provide substantive coordination, programmatic and policy advisory support across the thematic scope of the inclusive growth portfolio, ensuring evidence-based, integrated and territorially-grounded programming. The portfolio covers (and are not limited to) the following key thematic areas, with a particular focus on the local and territorial level: </li> </ul> <br> <ul> <li>Inclusive growth, poverty reduction and inequalities, including multidimensional poverty (MPI), the leaving-no-one-behind (LNOB) agenda, territorial disparities, and the operationalization of the New Development Model. </li> </ul> <br> <ul> <li>Decent work and productive employment, including youth employment, women's economic empowerment, the social and solidarity economy (SSE), MSMEs and entrepreneurship ecosystems, skills development, and integrated local economic development (LED). </li> </ul> <br> <ul> <li>Social protection, including the generalization of universal health coverage (AMO), family allowances, pensions and unemployment insurance; adaptive, climate- and shock-responsive social protection; and the financing, governance and equity of social protection systems. </li> </ul> <br> <ul> <li>Health and development, including health systems strengthening and health financing, the social determinants of health, climate and health, HIV/AIDS, tuberculosis, malaria and non-communicable diseases, and inclusive and rights-based approaches to health. </li> </ul> <br> <ul> <li>Financing for sustainable development with a strong territorial focus, including the Integrated National Financing Framework (INFF, and ILFF), domestic resource mobilization and Tax for SDGs, sub-national and municipal finance, SDG-aligned budgeting, blended and innovative finance, insurance and risk finance, public-private partnerships, diaspora financing and SDG Investor Maps, in line with the Compromiso de Sevilla. </li> </ul> <br> <ul> <li>Provision of technical advisory support Provide policy advisory support to senior management and government counterparts, including through evidence-based analytical work, policy briefs, strategic notes, talking points and briefings on the above thematic areas. </li> </ul> <br> <ul> <li>Lead and contribute to the design of new initiatives (concept notes, project documents, theories of change, results and resources frameworks) in line with UNDP's Programme and Operations Policies and Procedures (POPP) and Social and Environmental Standards (SES), with particular attention to integrated and multi-thematic programming. </li> </ul> <br> <ul> <li>Coordinate analytical work on poverty, inequalities, employment, social protection, health and financing for development, in partnership with the High Commission for Planning (HCP), the National Observatory for Human Development (ONDH), academia and think-tanks; promote the use of disaggregated data, microsimulation and geospatial analysis. </li> </ul> <br> <ul> <li>Support the substantive development and implementation of UNDP Morocco's flagship initiatives across these themes, including the ILFF offer, SDG Investor Maps, and potential future initiatives around Tax for SDGs, Insurance and Risk Finance for Development, and Global Fund-supported programmes, ensuring coherence, quality and visibility. </li> </ul> <br> <ul> <li>Engage strategically with sub-national authorities (regional councils, provinces and communes) and with the Direction Générale des Collectivités Territoriales (DGCT), to operationalize advanced regionalization including through bankable projects in the flagship thematic areas of UNDP Country Programme Document, and territorialize SDG financing, social protection delivery and inclusive growth pathways. </li> </ul> <br> <ul> <li>Coordinate programmatic dialogue and partnerships with the private sector, facilitating a cohesive approach across all areas of engagement in the different results areas of the UNDP Country Programme. </li> </ul> <br> <ul> <li>Coordinate inter-agency engagement on shared portfolios, including with relevant UN entities and IFIs , and contribute to the Joint SDG Fund, the Global Fund partnership and other multi-stakeholder initiatives. </li> </ul> <br> <ul> <li>Promote the integration of cross-cutting priorities (gender equality, youth, human rights, digitalization and innovation) across the thematic areas of the portfolio. </li> </ul> <br> <p><strong>C. Build partnerships, resource mobilization and knowledge management</strong> </p><br> <br> <ul> <li>Contribute to resource mobilization for the inclusive growth portfolio, including through the identification of funding opportunities, the drafting of high-quality concept notes and proposals, and the cultivation of partnerships with bilateral donors, IFIs, vertical funds, foundations and the private sector. </li> </ul> <br> <br> <ul> <li>When delegated by supervisor, provide relevant expertise and perspectives in technical working groups, donor coordination meetings, UN inter-agency platforms (UNCT, PMT, results groups) and external fora related to inclusive growth, employment, social protection, health and FfD. </li> </ul> <br> <ul> <li>Lead knowledge management, lessons learning and communication for the portfolio, including the production of policy briefs, case studies, blogs and social media content; contribute to UNDP's global thought leadership on inclusive growth and FfD. </li> </ul> <br> <ul> <li>Promote South-South and triangular cooperation, leveraging Morocco's positioning as a hub for African and Arab cooperation, in partnership with the Agence Marocaine de Coopération Internationale (AMCI) and other relevant institutions. </li> </ul> <br> <ul> <li>Perform any other duties relevant to the position, as may be requested by the Team Leader of the Prosperity Pillar or by senior management. </li> </ul> <br> <p>The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation. </p><br> <br> <p><strong>Institutional Arrangement</strong> </p><br> <br> <p>The Inclusive Growth Coordinator will work under the direct supervision of the Programme Analyst of the Prosperity Pillar and the overall guidance of the Deputy Resident Representative. The Inclusive Growth Coordinator will collaborate closely with the other Programme Analysts of the pillars Planet and Governance, project and portfolio managers, operations and communications colleagues, the Resident Coordinator's Office, and counterparts across the UN Country Team. The Coordinator will receive technical guidance, as relevant, from UNDP's Regional Bureau for Arab States (RBAS), the Regional Hub in Amman, and from Headquarters teams (BPPS, BERA, BMS), in particular on inclusive growth, social protection, health and FfD. Si ce recensement souligne une croissance démographique modérée, une urbanisation accrue et un vieillissement progressif de la population, il met également en évidence des mutations profondes dans les comportements migratoires.</span></span></p><br><p><span><span>Parmi ces dynamiques, la migration de retour occupe une place centrale, non seulement comme indicateur de l'évolution des liens transnationaux avec la diaspora marocaine, mais aussi comme levier potentiel, encore insuffisamment mobilisé, pour le développement économique, l'innovation et l'emploi. La migration de retour au Maroc constitue un phénomène stratégique dans le contexte actuel de transition démographique et économique. Elle ne se limite pas à un simple mouvement de population, mais représente un levier potentiel pour le développement national, l'innovation et la création d'emplois. Les migrants de retour apportent des compétences diversifiées, acquises à l'étranger, qui peuvent répondre aux pénuries de main-d'œuvre dans des secteurs clés tels que la santé, le BTP, les technologies de l'information, l'agriculture modernisée et l'économie verte. Comprendre les dynamiques de retour est essentiel pour anticiper les impacts sur le marché du travail, l'entrepreneuriat et l'attractivité territoriale.</span></span></p><br><p><span><span><strong>Effets potentiels sur l'emploi et le marché du travail</strong></span></span></p><br><p><span><span>La migration de retour peut agir comme un facteur d'enrichissement du capital humain, à travers l'acquisition de compétences linguistiques, techniques, digitales et organisationnelles. Elle constitue également un mécanisme de réallocation sectorielle, les migrants de retour étant susceptibles d'intégrer ou d'investir dans des secteurs à fortes tensions de recrutement, notamment la santé, le BTP, les métiers qualifiés de l'industrie, l'économie verte, le tourisme et les technologies de l'information. Par ailleurs, la migration de retour agit comme un vecteur d'entrepreneuriat, favorisant la création d'emplois nouveaux et la diffusion de normes professionnelles internationales. Elle représente aussi un levier d'innovation, via l'introduction de nouvelles méthodes de travail, de réseaux transnationaux et de standards de qualité.</span></span></p><br><p><span><span>Pourtant, l'insertion des migrants de retour sur le marché du travail demeure contrainte par plusieurs obstacles. L'absence de dispositifs de reconnaissance des compétences et expériences acquises à l'étranger constitue un frein majeur, de même que la faiblesse des mécanismes d'accompagnement à l'entrepreneuriat. Les difficultés d'accès au financement et les écarts entre compétences acquises et besoins du marché local limitent également leur pleine intégration économique.</span></span></p><br><p><span><span><strong>Lien avec les pénuries de compétences au Maroc</strong></span></span></p><br><p><span><span>Les données nationales et sectorielles révèlent des déficits structurels de main-d'œuvre dans plusieurs secteurs. Le secteur de la santé fait face à des pénuries de médecins, d'infirmiers et de techniciens de santé. Le BTP et le génie civil connaissent également des tensions de recrutement importantes. Les métiers techniques et industriels, notamment dans la maintenance, l'électromécanique et l'énergie, ainsi que le tourisme et l'hôtellerie, les technologies de l'information, l'agriculture modernisée et l'agro-industrie sont également confrontés à des déficits de main-d'œuvre qualifiée. Les migrants de retour représentent un réservoir stratégique de compétences susceptible de contribuer à résorber ces pénuries.</span></span></p><br><p><span><span><strong>Justification</strong></span></span></p><br><p><span><span>es données du RGPH-2024, combinées à celles du recensement de 2014 et de l'Enquête nationale sur la migration internationale (ENMI 2018-2019), offrent une opportunité unique pour analyser les profils des migrants de retour, leurs trajectoires professionnelles et leurs comportements d'investissement. Dans le prolongement de l’ENMI 2018-2019, le HCP approfondit aujourd'hui l'analyse des profils et des trajectoires des migrants de retour, qui constituent une composante stratégique du capital humain national.</span></span></p><br><p><span><span>Les premiers résultats montrent que 83 % des migrants de retour sont en âge d'activité et qu'ils disposent souvent d'un capital humain diversifié, acquis au cours de leurs expériences professionnelles à l'étranger. Cependant, seuls 14 % déclarent avoir investi à leur retour, principalement dans le commerce et l'agriculture. Ce constat révèle un potentiel économique largement sous-exploité.</span></span></p><br><p><span><span>Le RGPH-2024 constitue à cet égard un cadre de référence majeur pour croiser la géographie des retours, les besoins territoriaux en main-d'œuvre et les opportunités économiques locales. L'articulation des données du RGPH-2024, du recensement 2014 et de l’ENMI 2018-2019offre une opportunité unique pour mieux comprendre les déterminants des retours, analyser leurs impacts économiques, évaluer leur potentiel de contribution au développement, à l'emploi et à l'investissement, et proposer des orientations stratégiques fondées sur l'évidence statistique.</span></span></p><br><p><span><span>L'étude permettra de croiser la géographie des retours avec les besoins territoriaux en compétences et les opportunités économiques locales, afin de formuler des recommandations fondées sur l'évidence statistique pour renforcer l'intégration économique des migrants de retour et optimiser leur contribution au développement national.
