The position is responsible for developing and overseeing the project's MEL framework, indicator tracking systems, and data quality assurance processes, ensuring that data is accurately collected, analyzed, and reported against agreed targets. The HIS Officer III will synthesize project data to inform adaptive management decisions and support evidence-based program adjustments. Working closely with the project team and donor, the position will lead the preparation of performance reports and contribute to workplan development and donor reporting requirements. The position will also lead the design and implementation of activities focusing on enhancing capacity in data collection, analysis and reporting for actionable disease prevention and response decision making in Morocco. The HIS Officer III provide mentorship and capacity building support to staff and in-country partners on HIS and MEL approaches. Accountabilities: Leads the design and rollout of the project's MEL framework, including the development and finalization of the Performance Monitoring Plan in coordination with the project team and donor. Provides technical direction and guidance to project staff on health information systems, data management, and MEL in line with project expected outcomes. Leads activities focused on strengthening multisectoral health data management systems for timely, reliable, and actionable surveillance and outbreak information, such as improving data review and analysis, improving accessibility and interoperability of human and animal health surveillance data, and improving effective use of infectious disease information systems at health facilities and laboratories Leads the design and implementation of baseline, midline, and endline assessments and evaluations as required under the project workplan. Key Responsibilities: <ul><li>Proactively monitor the Terminal Technology Platform to predict and prevent incidents. </li><li>Provide hands-on support, conduct maintenance, and resolve incidents for local IT infrastructure services and assets, including datacenter racks, cabling, network, and server equipment. </li><li>Provide hands-on support, conduct maintenance, and resolve incidents for local OT infrastructure services and assets, including Access Control, CCTV/OCR equipment, radio equipment, VMTs, Assets Sub-Systems, and backbone network infrastructure. </li><li>Support the regional IT service delivery team with onsite IT/OT support for incident and change management when required. </li><li>Install and replace end-user and IT/OT infrastructure hardware devices. </li><li>Resolve incidents within agreed service levels and participate in regional Change Advisory Board (CAB) meetings. </li><li>Provide end-user support services according to agreed service level agreements. </li><li>Collaborate with local IT/OT Engineers from Level 2 and the regional IT service delivery team to support and maintain local IT/OT infrastructure. </li><li>Ensure proper Change and Incident processes associated with local IT/OT assets within warranty and vendor support. </li><li>Contribute to local IT initiatives in the terminals, as well as the implementation of new technology and infrastructure to support terminal operations. </li><li>Stay informed about terminal operational constraints, local regulatory requirements, and industry-standard ITSM practices. </li><li>Demonstrate in-depth knowledge of end-user software and devices, as well as local IT and OT infrastructure components.</li></ul> What are we looking for: <ul><li>In depth knowledge of end-user software and devices</li><li>In depth knowledge of local IT and OT infrastructure components</li><li>Experienced at working according to industry standard ITSM practices</li><li>Communicative – able to translate between technical and user language</li><li>Problem solving skills</li></ul>#LI-SS1  #LI-POST Maersk is committed to a diverse and inclusive workplace, and we embrace different styles of thinking.
