Org. Setting and Reporting<br>The UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator - the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level - support countries in the achievement of their development priorities and the attainment of the SDG's. In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development Operations Coordination Office (DCO) as a stand-alone coordination office within the United Nations Secretariat. DCO exercises managerial and oversight functions of the resident coordinator system under the oversight of the Chair of United Nations Sustainable Development Group (UNSDG). In 2026, DCO undertook a recalibration to ensure the RC system remains optimally configured to support the acceleration of the 2030 Agenda and embodies the UN 2.0 shift- anchored in data, digital, innovation, behavioral science, strategic foresight, and a mission driven organizational culture. The position is located in the United Nations Resident Coordination Office (RCO) and reports to the Head of RCO. The incumbent works under the overall supervision of the Head of RCO while maintaining a matrixed functional relationship with the Sustainable Development Goals (SDG) Policy and Financing Section of the SDG Coordination, Policy and Programme Division, and collaborates closely with the Regional Policy Analyst to ensure coherence and alignment of SDG policy, financing, and sustainable development support in line with corporate RC system policy corporate priorities.<br> Responsibilities<br>Within delegated authority, the incumbent will be responsible for the following duties: 1. PROVIDES SUBSTANTIVE ECONOMIC ANALYSIS AND SUPPORTS EVIDENCE-BASED ADVICE ON SUSTAINABLE DEVELOPMENT, ECONOMIC TRANSFORMATION AND SDG FINANCING: • Researches, analyzes and presents economic, social and sustainable development data and information, including emerging trends and good practices related to economic transformation, green and just transition, digital transformation, the future of work and SDG financing. • Conducts economic and policy analysis to support the Resident Coordinator (RC) and United Nations Country Team (UNCT) in identifying challenges, opportunities and policy options for accelerating progress towards the Sustainable Development Goals (SDGs), with due consideration to gender equality and leave no one behind principles. • Support implementation and localization of global/corporate guidelines, tools and other materials related to economic transformation and SDG financing, including methodologies and tools related to integrated SDG analysis, strategic foresight, data-driven decision-making, digital transformation and innovation in close collaboration with the Regional Office and the SDG Coordination, Policy and Programme Division[AJ1.1] • Provides substantive inputs to analysis and briefing materials on economic transformation and SDG financing, including integrated SDG analysis, strategic foresight, data-driven decision-making, digital transformation and innovation. • Supports the identification and analysis of entry points for integrated UN policy support related to economic transformation, including opportunities to promote more inclusive, productive, resilient and sustainable economic development. • Collects, analyses and interprets economic and development data relevant to UN country-level operations, identifies trends and gaps and proposes follow-up actions to strengthen evidence-based programming and decision-making. • Prepares substantive inputs to policy papers, analytical notes, briefing materials, reports and other knowledge products on economic transformation, macroeconomic trends and SDG financing. • Monitors national, regional and global economic developments and analyses their potential implications for sustainable development and achievement of the SDGs at the country level. • Conducts analysis on the role of the private sector in sustainable economic transformation and SDG financing and identifies potential opportunities for partnerships, innovation and blended financing approaches. • Researches and analyses emerging and innovative approaches to SDG financing, including initiatives developed by the United Nations, International Financial Institutions and other development partners. • Prepares inputs for briefing notes, talking points and background materials for the RC and UNCT on economic transformation, macroeconomic developments and SDG financing. • Supports UNCT initiatives related to SDG financing, including Integrated National Financing Frameworks (INFFs) and follow-up to Sevilla Commitments, as applicable. • Provides economic analysis and substantive inputs to humanitarian-development-peace nexus approaches, as relevant to the country context. • Identifies and analyzes issues that impact multiple SDGs and their targets and proposes ‘accelerator interventions' that can help unlock and accelerate progress towards sustainable development across multiple areas; • Assesses sustainable development trade-offs and risk factors, as well as early-warning indicators that may undermine the achievement of SDG targets and impact the UN’s role and programme in the country; • Contributes to the preparation of UN flagship reports, including the analysis of data and the provision of evidence to build the case for policies and interventions on SDGs; 2. SUPPORTS PARTNERSHIPS AND ENGAGEMENT WITH NATIONAL COUNTERPARTS AND OTHER STAKEHOLDERS ON ECONOMIC TRANSFORMATION AND SDG FINANCING: • Supports the RC and UNCT's engagement with government counterparts, United Nations entities, International Financial Institutions (IFIs), development partners, the private sector, academia, think tanks and civil society on issues related to economic transformation and SDG financing. • Maintains working-level collaboration and exchanges with economists across the UN system and other relevant institutions to facilitate information-sharing, policy coherence and joint analytical work. • In close collaboration with relevant RCO colleagues, supports engagement with national planning, economic and finance institutions, IFIs, private sector actors and other partners to identify areas for collaboration on sustainable economic transformation and SDG financing. • Monitors analytical work, policy developments, financing initiatives and capacity-development support provided by development partners and identifies opportunities for collaboration with the UNCT. • Supports engagement with private sector and civil society stakeholders to identify potential contributions to sustainable economic transformation and catalytic financing opportunities for achievement of the SDGs. • Facilitates engagement, as appropriate, with data communities, innovation ecosystems, academic institutions, digital actors and foresight networks to strengthen analytical capacity and support the application of UN 2.0 capabilities in the country context. • Provides substantive support to the RC/UNCT on SDG-related issues, particularly on policies to accelerate the achievement of the SDGs, including through Mainstreaming, Acceleration and Policy Support (MAPS) and similar processes, and provides advice on potential trade-offs between SDGs; • Prepares inputs for the UNCT on how UN country-level operations can be optimized and better respond to sustainable development needs and emerging trends in country; • Together with UNCT members, plans and facilitates an integrated approach to the UN’s policy advice to national counterparts in government and other external partners; • Plans and directs the work of the in-country UN Joint Policy Team (or equivalent) and drives cross-pillar nexus approaches in country to policy, analysis and assessment. 3. PROVIDES ECONOMIC ANALYSIS AND SUBSTANTIVE SUPPORT TO THE UN SUSTAINABLE DEVELOPMENT PROGRAMMING CYCLE: • Contributes economic and financing analysis to the development and implementation of the Common Country Analysis (CCA), United Nations Sustainable Development Cooperation Framework (UNSDCF), joint programmes, annual reports and other elements of the UN sustainable development programming cycle. • Supports the preparation of macroeconomic, socioeconomic and SDG financing analysis for the CCA and other analytical exercises, applying an integrated approach and drawing, where relevant, on data, digitalization, innovation and strategic foresight.[GP2.1] • Identifies economic trends, policy issues and emerging development challenges and provides substantive inputs and recommendations to support UNCT programming and integrated policy responses. • Contributes to the development, implementation, monitoring and review of the UNSDCF, with particular attention to economic transformation, macroeconomic trends and SDG financing. • Provides substantive support to the development of UN joint programmes related to economic transformation and SDG financing, including programmes supported by the Joint SDG Fund, as applicable. • Supports UNCT Results Groups and other coordination mechanisms by providing economic analysis and substantive inputs relevant to the implementation of joint workplans and sustainable development priorities. • Researches and proposes options to strengthen UN support to national and multi-stakeholder processes related to economic policy, financing and capacity development, including the use of data, digital technologies, innovation and foresight for sustainable development. • Assists in the development and implementation of the next UN System Development Sustainable Framework (UNSDCF) to ensure that the UN’s country-level operational activities effectively support the implementation of the 2030 Agenda in country; • Provides substantive support to programme formulation and revision throughout the UNSDCF cycle, based on sound SDG analysis; • Contributes to the UN joint programming process to identify and support the formulation of a new generation of UN joint programmes that are aligned with the SDGs, oriented towards investment, and have impact at the national level; • Assists UNSDCF result groups in the implementation of joint workplans to promote SDG-relevant and SDG-responsive UN operational activities for development; 4. The Partnerships Officer reports to the Senior Development Coordination Officer, Strategic Planning and Head of RCO. Noting that strategic partnership entails non-monetary partnership and can be used to strengthen joint initiatives/advocacy with external partners towards a common goal, including that of advancing SDGs, the Development Coordination Officer, Partnerships provides advice and support to the Resident Coordinator and the UNCT on strategic partnerships for SDG achievement.<br> Responsibilities<br>Within delegated authority, the Partnerships Officer will be responsible of the following duties: 1. ASSISTS WITH THE PROVISION OF SUBSTANTIVE SUPPORT FOR STRATEGIC PLANNING FOR AND COORDINATIN OF UNCT STRATEGIC PARTNERSHIPS WITH CIVIL SOCIETY, THE PRIVATE SECTOR AND OTHER SDG ACHIEVEMENT: • Provides advice on the development and implementation of the UN Partnership Strategy in alignment with and support of the UN Sustainable Development Cooperation Framework; • Supports a UNCT working group or similar platform for the effective implementation, monitoring and assessment of the strategy at regular intervals to harness new emerging opportunities, to anticipate changes to the internal direction and external environment, and to make mid-term adjustments; • Conducts liaison and coordination with UN entities at country, regional and HQ levels, to help package and define a value proposition for local UN partnerships that can engage a wide range of stakeholders, including the private sector, civil society and other non-traditional partners; • Serves as one of the key entry points for external stakeholders seeking guidance and support in navigating opportunities to partner with the UNCT; • Builds strong interface with critical Development partners, Government, private sector, civil society and other non-traditional partners; • Provides substantive support to the Resident Coordinator (RC) and the UNCT in identifying risks and opportunities related to specific partnerships, and suggests mitigation measures as relevant; • Provides inputs on due diligence processes of potential investment and partnership opportunities, in accordance with UN regulations and procedures; • Provides substantive support to RC/UNCT to develop and implement locally tailored partnerships; • Serves as liaison to Global Compact Local Networks (in countries where such Networks are established), assisting the Resident Coordinator in advising the Local Network Board and strengthening local UN engagement with the private sector; in countries without an established Local Network, working with UN Global Compact regional hubs to promote the UN Global Compact Ten Principles and business support for the SDGs. 2. PARTICIPATES IN JOINT PARTNERSHIP AND RESOURCE MOBILIZATION INITIATIVES AND SUPPORTS MANAGEMENT OF POOLED FUND FOR THE UN SUSTAINABLE DEVELOPMENT COOPERATION FRAMEWORK: • Provides substantive support to RC/UNCT to develop and implement locally tailored resource mobilization strategies and initiatives for Cooperation Framework priorities, and identify appropriate data and benchmarks to measure progress and success; • Monitors and analyzes existing resource mobilization partnerships and relationships, including traditional and non-traditional partners and development partners, donors (including high net-worth individuals, private sector, innovative funds) to be explored for direct funding to the UN; • Supports the UNCT with analysis of funding streams from internal and external sources, enabling their timely and coordinated engagement around preparation of proposals; • Supports the UNCT in preparation of the Funding Framework of the UN Sustainable Development Cooperation Framework; • Provides support to the design joint programmes for use in joint resource mobilization and coordination during the implementation of joint programmes as needed; • Advises RC/UNCT and external partners on offers from specialized UN entities for the UN Sustainable Development Cooperation Framework and ensuring the development of a youth partnership strategy to support the SG priorities on youths, disability inclusion, gender and other thematic issues; • Advises the RC/UNCT on corporate policies relating to effective management of resources, including through the establishment and use of pooled funds; • Assists in the establishment and management of the country-based SDG Fund, in close collaboration with UN Multi-Partner Trust Fund Office (where relevant). 3. WORKS CLOSELY WITH THE RESIDENT COORDINATOR OFFICE ECONOMIST AND OTHER UN COUNTRY TEAM FINANCE EXPERTS TO PROMOTE PARTNERSHIPS TO SUPPORT FINANCING FOR ACCELERATING THE ACHIEVEMENT OF THE SUSTAINABLE DEVELOPMENT GOALS (SDGs): • Provides advice on partnership opportunities to drive financing for development options, instruments, modalities to the RC/UNCT, in alignment with the Common Country Analysis (CCA), Cooperation Framework, Integrated National Financing Framework and similar processes; • Prepares briefing papers and discussion points on partnership issues related to financing for development for consideration by RC/UNCT; • Contributes to advocacy, communications and dialogues with partners to improve development assistance policies and practice; • Working in close collaboration with the RCO Economist, ensures effective engagement of relevant counterparts, especially private sector, civil society and development partners, to develop engagement and partnerships around SDG financing; • Undertakes the design and execution of innovative proposals to strengthen the UNCT engagement and reputation, and to generate greater financial resources in support of the SDGs. 4.
