<p>Mission and objectives</p><p>Established by the Economic and Social Council (ECOSOC) of the United Nations (UN) in 1958 as one of the UN's five regional commissions, ECA's mandate is to promote the economic and social development of its member States, foster intra-regional integration, and promote international cooperation for Africa's development.</p><p><br></p><p>The ECA Office for North Africa is located in Rabat, Morocco, and serves seven member states: Algeria, Egypt, Libya, Mauritania, Morocco, Sudan, and Tunisia. The main objective is to contribute to achieving structural transformation and balanced development through implementation of an environment conducive to the creation of employment for women and young people in North Africa.</p><p>Context</p><p>Many African Governments are facing challenges in implementing effective public debt management practices and fiscal policies aligned with national development priorities, and macro-fiscal sustainability remains a concern. African countries are facing rising debt and debt service burdens, exacerbated by protracted crises and global macroeconomic uncertainty. Public budgets struggle to cover essential expenditure on social services and to meet commitments to climate action.</p><p>In this context, UNECA SRO NA is implementing a project titled “Enhancing Fiscal Resilience and Sustainable Finance in Africa”. The initiative aims to help African governments address the growing debt burden and unlock new opportunities for sustainable, low-carbon economic development. The project will build the capacity of national debt management offices (DMOs), develop sustainable finance mechanisms, and help ensure macroeconomic stability in line with SDG and climate objectives.</p><p>To achieve these objectives, the project will: i) organize a series of national/regional meetings and training workshops to generate/share knowledge and identify data gaps and challenges in sustaining and enhancing the effectiveness of debt management and (ii) develop a set of scenarios and guidelines to assist countries to better manage their debt and enable policy-makers to adopt appropriate policies to attract sustainable finance</p><p>The United Nations Economic Commission for Africa (UNECA), through the Subregional Office for North Africa (SRO-NA), is therefore seeking a qualified Associate Researcher to support its debt management initiative. Ready to kick start your career with us?</p><p>About this role As a Senior SharePoint Consultant, you take technical ownership of the design, development, testing, packaging, and handover of modern SharePoint solutions for client engagements. You work closely with the Graphic Designer, client stakeholders, and client maintainer to translate business and design requirements into practical, secure, accessible, and maintainable SharePoint solutions. This role requires strong hands-on experience with SharePoint Online, SPFx, React, TypeScript, PnP tooling, and modern SharePoint architecture. A defining feature of the role is that the client does not provide access to their production Microsoft 365 tenant, and no client data may leave their environment. You therefore build and test solutions in our own Microsoft 365 tenant using synthetic content, then deliver deployable packages, provisioning artefacts, and runbooks that the client's maintainer can execute. The role requires greater autonomy than a standard SharePoint implementation role. You are the only SharePoint specialist in the engagement and are expected to make sound technical decisions, challenge unnecessary customization, troubleshooting without production access, and ensure that what is handed over can be successfully deployed and maintained by a non-technical client.</p><p>What will you do?</p><p>Take end-to-end ownership of the SharePoint pilot, covering the following areas:</p><p>PILOT DELIVERY</p><ul><li>Build and deliver a modern SharePoint communication site homepage in collaboration with our Graphic Designer. Implement page layouts, navigation, theming, native SharePoint web parts, and custom components.</li><li>Assess requirements critically and favor out-of-the-box SharePoint capabilities wherever they provide an appropriate solution. Push back on unnecessary custom development, particularly where custom code provides only cosmetic or marginal functional benefit.</li><li>Build reusable components, patterns, and structures that can support the subsequent rollout rather than requiring redevelopment.</li></ul><p>CROSS-TENANT BUILD & HANDOVER</p><ul><li>Maintain a working replica of the client's intended site structure within our Microsoft 365 tenant using synthetic content only.</li><li>Design solutions specifically for deployment across a tenant boundary where the development environment and client environment cannot be directly accessed.</li><li>Create and maintain portable deployment artefacts, including PnP provisioning templates, SPFx .sppkg packages, site scripts, theme JSON, configuration files, and required design assets.</li><li>Identify tenant-specific dependencies and ensure they are documented and configurable during deployment.</li><li>Anticipate differences between the development and client environments, including permissions, policies, existing branding, retention settings, app catalog configuration, and other tenant-level constraints.</li><li>Develop deployment runbooks that allow a non-technical client maintainer to deploy the solution with minimal external assistance. Include validation, troubleshooting, and rollback procedures in deployment documentation.</li><li>Support the client through deployment without directly accessing or modifying their production environment.</li></ul><p>SHAREPOINT IMPLEMENTATION & SPFX</p><ul><li>Implement modern SharePoint solutions using native SharePoint functionality wherever appropriate.</li><li>Develop production-quality SPFx web parts and extensions using React and TypeScript.</li><li>Manage the complete SPFx development workflow, including development, build, bundling, packaging, testing, and deployment preparation.</li><li>Use PnP PowerShell, provisioning templates, PnPjs, and related tooling to automate and reproduce SharePoint configurations.</li><li>Configure modern SharePoint site designs, site scripts, hub sites, navigation, page layouts, themes, and native web parts.</li><li>Use Microsoft Graph where Microsoft 365 data or functionality cannot be appropriately provided through native SharePoint capabilities. Understand API permission scopes and the administrative consent required for Microsoft Graph integrations.</li><li>Use supported SharePoint customisation approaches and avoid fragile CSS injection or unsupported techniques that may break with Microsoft updates.</li></ul><p>DESIGN FIDELITY, RESPONSIVENESS & ACCESSIBILITY</p><ul><li>Translate approved visual designs and mockups into accurate, production-quality SharePoint pages. Implement designs faithfully across spacing, typography, layouts, component states, interactions, and responsive behaviour.</li><li>Work closely with the Graphic Designer to identify technical constraints or design conflicts early and agree practical solutions.</li><li>Build responsive experiences that work effectively across desktop, tablet, and mobile form factors.</li><li>Ensure delivered pages and components meet WCAG 2.1 AA accessibility requirements. Result of Service<br>Provision of emergency aircraft crash, rescue, and firefighting (ARFF) services at MINURSO airfields and landing sites to ensure adequate emergency response coverage, support safe flight operations throughout the Mission's area of responsibility, and address the existing capability gap in the provision of these essential services.<br> Work Location<br>Laayoune<br> Expected duration<br>6 months<br> Duties and Responsibilities<br>Under the overall supervision of the Chief Technical Compliance and Quality Assurance and within the Airfields and Air Terminal Cell, the Air Operations Assistant Aviation Fire Marshal is responsible for planning, coordinating, supervising, and monitoring aviation firefighting and rescue services to ensure the safe conduct of all aviation operations throughout the Mission area. The incumbent will ensure that aviation firefighting resources, equipment, and emergency response arrangements remain operationally ready and compliant with United Nations Aviation Standards and ICAO Standards and Recommended Practices (SARPs). Within the delegated authority, the Air operation Assistant (Aviation Fire Marshal) will carry out the following duties but not limited to the following: • Manage and supervise Aircraft Rescue and Firefighting (ARFF) operations at MINURSO operational airfields, helipads, and temporary landing sites. • Assists with the coordination of the provision of reliable, cost effective and efficient emergency crash and rescue (ECR) support (including ground handling support) to the air operations activities of MINURSO. • Maintain an effective and fully operational aviation firefighting capability throughout the Mission. • Verifies that airfields/air terminals and landing sites are equipped for UN air operations in accordance with the requirements of the DFS Aviation Manual and UN AVSTADS with specific emphasis on ECR equipment • Conduct regular inspections of firefighting facilities and equipment to ensure serviceability and compliance with applicable standards. • Ensure continuous operational readiness of firefighting vehicles, rescue equipment, firefighting agents, communication systems, and personal protective equipment. • Assist in the Development, revision, and implementation of aviation firefighting Standard Operating Procedures (SOPs), and contingency procedures. • Plan, coordinate, and conduct emergency response exercises, aircraft accident simulations, and live firefighting drills involving aviation personnel, and other Mission stakeholders. • Provide technical guidance on aircraft rescue, firefighting techniques, aviation fuel fire hazards, hazardous materials (HAZMAT), and aircraft incident management. • Conduct fire safety inspections and fire risk assessments of aviation facilities, fuel storage installations, and operational sites. • Assists with the development of technical specifications for ECR goods and services, provides inputs to the responses to bids and technical evaluations to ensure that vendor's proposals meet technical requirements. • Monitors that appropriate ECR reference documents are current, readily available and accessible to all aircrew members and aviation personnel. • Provides inputs in the development of the standard operating procedures for the related aviation processes. • Provides inputs in the development of budget proposals for the mission's ECR requirements. • Provides inputs for the preparation of operational plans, performance reports, and responses to internal and external audit observations. • Assist with the Coordination routine (regular passenger/cargo, logistics resupply) flights, special(casualty and medical evacuation, VIP) flights and military operational flights in accordance with Standard Operating Procedures (SOPs), UN directives, Department of Field Support (DFS) Aviation Manual, UN Aviation Standards (UN AVSTADS), UN Aviation Safety Manual, ICAO standards and recommended practices and the host country's Aeronautical Information Publications (AIPs). • Assists with the coordination of the integrated search and rescue operations for UN air assets and other aircraft upon request. • Assists with the coordination of diplomatic over flight/landing clearances, ground handling support and hotel accommodation/meal/transportation arrangements for aircrews. • Assists in conducting internal audits in accordance with the approved unit's/section's Internal Audit Program and Internal Audit Plan. • Assists in conducting random checks and inspections of civilian air operators. • Maintain records of inspections, equipment maintenance, emergency drills, and operational readiness. • Advise the Chief Aviation Officer/or Chief Technical Compliance on improvements to aviation emergency response capability and fire safety programmes. • Perform any other operational or administrative delegated duties as per the requirement.<br> Qualifications/special skills<br>High school diploma is required. A minimum of six (6) years of progressively responsible experience in air transport ECR operations, including active participation in aviation rescue operations or related aviation safety experience, and Fighting Authority is required. Experience in firefighting techniques, firefighting vehicles, conducting aviation emergency exercises and managing firefighting equipment and resources is required. Experience in Aviation firefighting (rotary-wing and fixed-wing) aircraft operations is required. Experience in at least two of the following fields directly related to: air transport operations or/ airfields management or/ Quality Assurance or/Resources management or /contract management for air transport services is highly desirable. Experience in the use of ICAO standards and recommended practices is desirable Previous experience in United Nations peacekeeping operations or other international organizations and working in remote, austere, desert, or conflict affected environments is desirable. A vocational training certificate in Aircraft Rescue and Fire Fighting, or crash Fire rescue, or Aviation Emergency Crash and Rescue from a Fire Brigade or Training Centre or National Fire is required. Training in the Aviation safety and quality management is desirable. Training as an aviation internal auditor is desirable. Training as a Fire Fighter vehicle operator in fire and rescue, dangerous goods and basic first aid is desirable. Training and certification as a Commercial Pilot, or a Flight Operations Officer/Flight Dispatcher, or an Aircraft Maintenance Technician, or a Ground Operations Officer, or an equivalent military qualification is desirable.<br> Languages<br>English and French are the working languages of the United Nations Secretariat.
