Work Location Laayoune Expected duration 6 months Duties and Responsibilities Under the overall supervision of the Chief Technical Compliance and Quality Assurance and within the Airfields and Air Terminal Cell, the Air Operations Assistant Aviation Fire Marshal is responsible for planning, coordinating, supervising, and monitoring aviation firefighting and rescue services to ensure the safe conduct of all aviation operations throughout the Mission area. The incumbent will ensure that aviation firefighting resources, equipment, and emergency response arrangements remain operationally ready and compliant with United Nations Aviation Standards and ICAO Standards and Recommended Practices (SARPs). Within the delegated authority, the Air operation Assistant (Aviation Fire Marshal) will carry out the following duties but not limited to the following: • Manage and supervise Aircraft Rescue and Firefighting (ARFF) operations at MINURSO operational airfields, helipads, and temporary landing sites. • Assists with the coordination of the provision of reliable, cost effective and efficient emergency crash and rescue (ECR) support (including ground handling support) to the air operations activities of MINURSO. • Maintain an effective and fully operational aviation firefighting capability throughout the Mission. • Verifies that airfields/air terminals and landing sites are equipped for UN air operations in accordance with the requirements of the DFS Aviation Manual and UN AVSTADS with specific emphasis on ECR equipment • Conduct regular inspections of firefighting facilities and equipment to ensure serviceability and compliance with applicable standards. • Ensure continuous operational readiness of firefighting vehicles, rescue equipment, firefighting agents, communication systems, and personal protective equipment. • Assist in the Development, revision, and implementation of aviation firefighting Standard Operating Procedures (SOPs), and contingency procedures. • Plan, coordinate, and conduct emergency response exercises, aircraft accident simulations, and live firefighting drills involving aviation personnel, and other Mission stakeholders. • Provide technical guidance on aircraft rescue, firefighting techniques, aviation fuel fire hazards, hazardous materials (HAZMAT), and aircraft incident management. • Conduct fire safety inspections and fire risk assessments of aviation facilities, fuel storage installations, and operational sites. • Assists with the development of technical specifications for ECR goods and services, provides inputs to the responses to bids and technical evaluations to ensure that vendor's proposals meet technical requirements. • Monitors that appropriate ECR reference documents are current, readily available and accessible to all aircrew members and aviation personnel. • Provides inputs in the development of the standard operating procedures for the related aviation processes. • Provides inputs in the development of budget proposals for the mission's ECR requirements. • Provides inputs for the preparation of operational plans, performance reports, and responses to internal and external audit observations. • Assist with the Coordination routine (regular passenger/cargo, logistics resupply) flights, special(casualty and medical evacuation, VIP) flights and military operational flights in accordance with Standard Operating Procedures (SOPs), UN directives, Department of Field Support (DFS) Aviation Manual, UN Aviation Standards (UN AVSTADS), UN Aviation Safety Manual, ICAO standards and recommended practices and the host country's Aeronautical Information Publications (AIPs). • Assists with the coordination of the integrated search and rescue operations for UN air assets and other aircraft upon request. • Assists with the coordination of diplomatic over flight/landing clearances, ground handling support and hotel accommodation/meal/transportation arrangements for aircrews. • Assists in conducting internal audits in accordance with the approved unit's/section's Internal Audit Program and Internal Audit Plan. • Assists in conducting random checks and inspections of civilian air operators. • Maintain records of inspections, equipment maintenance, emergency drills, and operational readiness. • Advise the Chief Aviation Officer/or Chief Technical Compliance on improvements to aviation emergency response capability and fire safety programmes. • Perform any other operational or administrative delegated duties as per the requirement. Experience in Aviation firefighting (rotary-wing and fixed-wing) aircraft operations is required. Experience in at least two of the following fields directly related to: air transport operations or/ airfields management or/ Quality Assurance or/Resources management or /contract management for air transport services is highly desirable. Experience in the use of ICAO standards and recommended practices is desirable Previous experience in United Nations peacekeeping operations or other international organizations and working in remote, austere, desert, or conflict affected environments is desirable. <h2 class="h5">وصف الوظيفة</h2> <div class="t-break" data-jb-field="description"> نتيجة الخدمة توفير خدمات الطوارئ لحوادث الطائرات والإنقاذ ومكافحة الحرائق (ARFF) في مرافق MINURSO للطيران ومواقع الهبوط لضمان تغطية استجابة طوارئ كافية، دعم عمليات الطيران الآمنة في جميع أنحاء منطقة المهمة، ومعالجة فجوة القدرات الموجودة في توفير هذه الخدمات الأساسية. مكان العمل العيون (لايون) المدة المتوقعة 6 أشهر الواجبات والمسؤوليات تحت الإشراف العام لرئيس الامتثال الفني وضمان الجودة وضمن دائرة المطارات ومراكز الهبوط، يكون مساعد العمليات الجوية - فارِس حريق الطيران مسؤولاً عن التخطيط والتنسيق والإشراف ومراقبة خدمات مكافحة الحريق والإنقاذ الجوي لضمان السير الآمن لجميع عمليات الطيران في منطقة المهمة. سيضمن شاغل المنصب أن تظل موارد مكافحة الحريق الجوي والمعدات وترتيبات الاستجابة للطوارئ جاهزة عملياً ومتوافقة مع معايير الأمم المتحدة للطيران ومعايير وإرشادات الواقع المستندة إلى (SARPs). ضمن السلطة المفوضة، سيقوم مساعد العمليات الجوية (فارِس حريق الطيران) بالقيام بالواجبات التالية لكنها ليست محدودة بما يلي: • إدارة والإشراف على عمليات الإنقاذ ومكافحة الحريق الجوي (ARFF) في المطارات التشغيلية لـ MINURSO، ومواقع الهبوط المؤقتة والمنشآت المساندة. • المساعدة في تنسيق توفير دعم الطوارئ للحوادث والإنقاذ (ECR) الموثوق والفعال من حيث التكلفة والكفاءة لعمليات الطيران لدى MINURSO. • الحفاظ على قدرة مكافحة حريق جوي فعالة ومشغَّلة بالكامل في المهمة. • التحقق من أن المدارج/مراكز الطيران ومواقع الهبوط مجهزة لعمليات الأمم المتحدة الجوية وفقاً لمتطلبات دليل DFS للطيران وUN AVSTADS مع التأكيد الخاص على معدات ECR • إجراء فحوصات منتظمة لمرافق ومعدات مكافحة الحريق لضمان القابلية للخدمة والامتثال للمعايير المعمول بها. • ضمان الاستعداد التشغيلي المستمر لمركبات مكافحة الحريق ومعدات الإنقاذ وعوامل مكافحة الحريق وأنظمة الاتصالات ومعدات الحماية الشخصية. • المساعدة في تطوير ومراجعة وتنفيذ إجراءات التشغيل القياسية لمكافحة الحريق الجوي (SOPs) وإجراءات الطوارئ. • التخطيط والتنسيق وإجراء تدريبات الاستجابة للطوارئ، ومحاكاة حوادث الطائرات، وتدريبات مكافحة حريق مباشرة بمشاركة أفراد الطيران وأصحاب المصلحة في المهمة. • تقديم التوجيه الفني حول إنقاذ الطائرات وتقنيات مكافحة الحريق الجوي ومخاطر وقود الطائرات والمواد الخطرة (HAZMAT) وإدارة حوادث الطائرات. • إجراء فحص سلامة الحريق وتقييم مخاطر الحريق للمرافق الجوية ومنشآت تخزين الوقود والمواقع التشغيلية. • المساعدة في تطوير المواصفات الفنية لسلع وخدمات ECR، وتقديم المدخلات لردود العطاءات وتقييمات الفنية لضمان تلبية المقترحات الفنية لمورِّد. • متابعة أن تكون وثائق مرجعية ECR مناسبة ومحدثة ومتاحة للوَفْد الطيّارين وموظفي الطيران. • الإدلاء بمداخلات في تطوير إجراءات التشغيل القياسية للعمليات الجوية ذات الصلة. • الإدلاء بمداخل في تطوير مقترحات الميزانية لاحتياجات ECR للمهمة. • الإدلاء بمداخل لإعداد خطط تشغيلية وتقارير أداء وردود على ملاحظات التدقيق الداخلي والخارجي. • المساعدة في تنسيق رحلات الإعادة الاعتيادية (الركاب/البضائع)، الرحلات الخاصة (الإخلاء الطبي والجرحى، كبار الشخصيات)، والرحلات العسكرية وفقاً لإجراءات التشغيل القياسية (SOPs)، وتوجيهات الأمم المتحدة، ودليل الطيران DFS، ومعايير وتوجيهات الطيران للأمم المتحدة (UN AVSTADS)، ودليل سلامة الطيران للأمم المتحدة، ومعايير وممارسات الإيكاو، وAIPs البلد المضيف. • المساعدة في تنسيق عمليات البحث والإنقاذ المتكاملة لأصول الأمم المتحدة الجوية وطائرات أخرى عند الطلب. • المساعدة في تنسيق الموافقات على عبور/هبوط دبلوماسية، ودعم مناولة الأرض وتوفير إقامة/وجبات/نقل للطاقم الجوي. • المساعدة في إجراء تدقيقات داخلية وفق برنامج التدقيق الداخلي والوحدة المعتمدين وخطة التدقيق. • المساعدة في إجراء فحوصات عشوائية ومراجعات لمشغلي الطيران المدني. • الحفاظ على سجلّات الفحص والصيانة للمعدات والتدريبات الطارئة وجاهزية التشغيل. • تقديم المشورة لرئيس موظفي الطيران أو رئيس الامتثال الفني حول تحسينات القدرة على الاستجابة للطوارئ الجوية وبرامج السلامة من الحرائق. • أداء أي واجبات تشغيلية أو إدارية أخرى مكلفة وفق المتطلب.
