Our Oceanfront sanctuary offering a resort-like atmosphere minutes from the city’s key business districts and cultural landmarks opened in November 2015, and has 186 rooms, 3 food and beverage outlets including a grill & seafood restaurant, a modern Moroccan lobby lounge serving exquisite tea times and a poolside restaurant famous for its Sundays barbecues, an outdoor pool with private poolside cabanas, fitness center, and a stunning spa offering bespoke treatments that pay tribute to ancestral beauty techniques and ancient Moroccan traditions at Le Spa.<br><br><p>Key Activities of this Position:</p><br><br><p>People Functions:</p><br><br><p>• Maintain harmonious and professional relationship with all departments and Home Office.</p><br><br><p>• Comply with and enforce Four Seasons’ Category One and Category Two Work Rules and Standards of Conduct as set forth in EmPact.</p><br><br><p>• Must have strong interpersonal skills and be able to relate to all levels of management.</p><br><br><p>• Must be able to assist hotel guests with technical requirements and issues.</p><br><br><p>• Actively participate in quarterly Regional Systems meetings and shared ideas and best practices.</p><br><br><p>• Experience in Project Management, hospitality applications, PMS, HSIA, POS, is preferred.</p><br><br><p>• During Pre-Opening, must be able to lead and control 30-60 vendors / contractors at any one time.</p><br><br><p>• During Pre-Opening, must be strong in following up and prioritized tasks for variance vendors, contracts and corporate IST and hotel department heads.</p><br><br><p>• Must be able to provide high levels of service and support to admin users as per contracted Service Level Agreement.</p><br><br><p>Product Functions:</p><br><br><p>• Ensure critical systems, specifically Front Office Property Management System, Call Accounting, HSIA, PABX and Food & Beverage Point of Sales computer systems are available twenty-four (24) hours per day.</p><br><br><p>• Establish and maintain user procedures and hardware familiarization for all systems.</p><br><br><p>• Establish and maintain system security procedures consistent with control requirements and corporate policy.</p><br><br><p>• Maintain accurate records of system files; software and hardware issues and service requirements.</p><br><br><p>• Maintain effective support for end user support process, other systems, including back office, sales & catering and human resources applications or any other property application.</p><br><br><p>• Knowledge of specific hospitality industry applications and interfaces (i.e. Opera, Delphi, Back Office, Spa, HR systems, etc) is desirable.</p><br><br><p>• Responsible for network support & security of Hotel network, Active Directory maintenance, Server Infrastructure maintenance, Network Infrastructure maintenance – wired & wireless, Network protection & failover tools implementation (Firewall, web security, multi-homing devices, etc).</p><br><br><p>• Administer Lotus Notes, connection to global VPN and other communication tools</p><br><br><p>• Establish and maintain, test and monitor backup plan for all systems to ensure protection from loss of data and ensure backups are carried out in accordance with corporate and local policies.</p><br><br><p>• Maintain and promote Four Seasons core technology standards as outlined in the Four Seasons IT Core Standards notes database.</p><br><br><p>• As required, participate in and lead the co-ordination of new systems acquisitions, corporate initiated major projects and technology implementations.</p><br><br><p>• Good knowledge and support for Desktop OS and applications.</p><br><br><p>• Provide direct guest support and quality support to function rooms and conference services.</p><br><br><p>• Assist the Director of Finance in administering all IT related maintenance and services contracts and take a leadership role in establishing scope of the maintenance and services contracts, contract negotiations and bidding process.</p><br><br><p>Profit Functions:</p><br><br><p>• Be a business manager. The Subregional Office for North Africa (SRO-NA), based in Rabat, serves seven member States in North Africa and supports them in strengthening macroeconomic management, promoting employment creation, enhancing regional integration under the African Continental Free Trade Area (AfCFTA), and advancing digital transformation policies. Background and rationale for support The African Continental Free Trade Area (AfCFTA) provides a significant opportunity to enhance intra-African trade, strengthen regional value chains, and promote economic diversification. The effective participation of small and medium-sized enterprises (SMEs), particularly women-owned SMEs (W-SMEs), is essential to ensuring that the benefits of the AfCFTA are inclusive and sustainable. In North Africa, W-SMEs continue to face structural barriers that limit their productivity and competitiveness. These include limited access to finance, low digital adoption, regulatory constraints affecting e-commerce and digital payments, and insufficient integration into regional markets. Persistent gender gaps in financial inclusion and digital access further restrict women entrepreneurs’ ability to leverage digital trade opportunities. While Egypt, Libya, Mauritania, and Tunisia have undertaken reforms to strengthen digital transformation and SME development, gaps remain in aligning national policy frameworks with the AfCFTA's inclusive digital trade objectives. Context-specific analysis and policy support are required to translate commitments into actionable reforms that address the needs of women entrepreneurs. In this context, the United Nations Economic Commission for Africa (ECA), through its Subregional Office for North Africa, is implementing the Development Account Tranche 18 (DA-18) project on enhancing the digital capacity of women-owned SMEs. Engaging a Regional Consultant is critical to ensuring consistency in technical approaches, facilitating cross-country learning, supporting the development of regional knowledge tools, and strengthening alignment with AfCFTA digital trade objectives. Elles transfèrent des volumes importants de fonds ainsi que des compétences acquises dans les pays de destination, générant des avantages positives pour les pays d’origine, notamment en matière de transfert de technologies et d’innovation au service du développement national. Les diasporas mobilisent également des ressources financières pour des investissements individuels ou collectifs, visant à améliorer les conditions de vie et/ou à générer des rendements économiques. Malgré cette importance croissante, les politiques relatives aux diasporas demeurent moins développées et insuffisamment prise en compte. Les envois de fonds constituent un levier essentiel du développement et ont des effets significatifs sur la croissance économique, en soutenant la consommation, l’investissement et les dépenses sociales (éducation, santé, protection sociale). Au cours des dernières années, les flux de transferts de fonds ont connu une augmentation notable et représentent désormais la principale source de financement externe dans de nombreux pays africains, dépassant l’aide publique au développement (APD) et les investissements directs étrangers (IDE). Toutefois, la contribution positive des diasporas internationaux, en particulier des envois de fonds, demeure insuffisamment valorisée. Malgré certains progrès, les efforts visant à tirer pleinement parti de ces contributions restent en deçà de leur potentiel, en particulier dans le contexte africain. Une meilleure compréhension de la contribution des diasporas et l’élaboration de politiques publiques adaptées, visant à les protéger et à les autonomiser, sont essentielles pour maximiser les bénéfices de la migration. Dans ce contexte, la CEA met en œuvre un programme intitulé « Renforcer le lien migration-développement en Afrique » (2024-2028) afin de renforcer les capacités de 6 pays à intégrer la contribution de la diaspora dans leurs stratégies nationales de développement. L’objectif est d’optimiser l’impact des transferts de fonds effectués par les travailleurs du secteur formel de la diaspora vers leur pays d’origine, contribuant ainsi à un développement durable. Aux Comores, ces transferts de fonds représentent une source essentielle de financement du développement (plus de 20 % du PIB) et leur utilisation pourrait être encore plus efficace si le cadre, politiques, réformes et les outils adéquats étaient mis en place pour les orienter vers l’investissement. Fonctions et responsabilités Sous la supervision directe du Chef de la Section des initiatives sous-régionales et du responsable de programme chargée des affaires économiques, et sous la supervision générale du Directeur du Bureau sous-régional pour l’Afrique du Nord, le consultant fournira un appui technique et opérationnel afin de faciliter l’intégration des contributions de la diaspora dans l’agenda de développement des Comores et l’élaboration d’un cadre adéquat permettant de mieux valoriser ces contributions. WORKS CLOSELY WITH THE RESIDENT COORDINATOR OFFICE ECONOMIST AND OTHER UN COUNTRY TEAM FINANCE EXPERTS TO PROMOTE PARTNERSHIPS TO SUPPORT FINANCING FOR ACCELERATING THE ACHIEVEMENT OF THE SUSTAINABLE DEVELOPMENT GOALS (SDGs):</p><ul><li>Provides advice on partnership opportunities to drive financing for development options, instruments, modalities to the RC/UNCT, in alignment with the Common Country Analysis (CCA), Cooperation Framework, Integrated National Financing Framework and similar processes;</li><li>Prepares briefing papers and discussion points on partnership issues related to financing for development for consideration by RC/UNCT;</li><li>Contributes to advocacy, communications and dialogues with partners to improve development assistance policies and practice;</li><li>Working in close collaboration with the RCO Economist, ensures effective engagement of relevant counterparts, especially private sector, civil society and development partners, to develop engagement and partnerships around SDG financing;</li><li>Undertakes the design and execution of innovative proposals to strengthen the UNCT engagement and reputation, and to generate greater financial resources in support of the SDGs.</li></ul><p>4.
