<span>Le Directeur du Transit pilote, organise et supervise l'ensemble des opérations douanières et de manutention aéroportuaire.<br> Il garantit la fluidité, la conformité légale et la rapidité d'exécution des flux marchandises, du point d'entrée jusqu'à la livraison finale.<br> Ses responsabilités s'articulent autour de trois piliers majeurs : A.<br> Gestion Intégrale des Déclarations et du Dédouanement Maîtrise de bout en bout du processus douanier : Superviser l'établissement des déclarations en détail (DUM) et veiller à la stricte conformité réglementaire (origines, nomenclatures, valeurs).<br> Suivi opérationnel critique : Suivre et débloquer les dossiers en douane en temps réel, depuis la prise en charge des documents jusqu'à l'obtention impérative du Bon de Sortie (BDS) .<br> Relations institutionnelles : Représenter l'entreprise auprès de l'Administration des Douanes et Impôts Indirects (ADII) et des autres organismes de contrôle.<br> B. Gestion et Optimisation du MEAD (Magasin et Aire de Dédouanement) Performance de la plateforme : Piloter l'exploitation du MEAD sous douane, en veillant à la conformité des flux d'entrée, de stockage temporaire et de sortie.<br> Fiabilité des stocks : Assurer une visibilité absolue sur les marchandises en souffrance ou litigieuses et optimiser les délais de séjour pour éviter les surcoûts.<br> Intégration technologique : Accompagner la modernisation des outils de gestion d'entrepôt (WMS) et la digitalisation des interfaces douanières.<br> C. Management des Équipes et de la Plateforme Aéroportuaire Leadership terrain : Manager, encadrer et monter en compétences les équipes opérationnelles (déclarants, commis en douane, agents de quai) basées au niveau de la plateforme aéroportuaire.<br> Rigueur d'exécution : Imposer un respect strict des procédures de sécurité, de sûreté aéroportuaire et des standards de qualité internationaux de FedEx.<br> Planification : Dimensionner et organiser les plannings des équipes en fonction des prévisions d'arrivages aériens pour garantir une continuité de service 24/7 si nécessaire.<br> 3. Indicateurs Clés de Performance (KPIs) Le Directeur du Transit est évalué mensuellement sur une matrice d'indicateurs opérationnels stricts et opposables : · Data Accuracy Rate (DAR) : Taux de conformité des déclarations initiales (objectif de zéro erreur/zéro litige douanier).<br> · Inspection Rate (IR) : Optimisation et réduction du taux de ciblage aux inspections par une parfaite maîtrise documentaire.<br> · CLT (Customs Clearance Lead Time / Temps de Dédouanement Global) : Mesure le temps total écoulé entre l'arrivée physique de la marchandise sur la zone de fret et l'obtention du Bon de Sortie (BDS) .<br> Objectif : Respecter strictement les standards de livraison "Express" de FedEx.<br> · TAS (Taux d'Apurement des Souffrances) : Mesure le pourcentage et la vitesse d'apurement des marchandises stockées au MEAD au-delà des délais réglementaires ou contractuels.<br> Objectif : Réduction drastique des colis en souffrance pour libérer de l'espace au sol, éviter les sanctions douanières et accélérer la facturation des frais de magasinage ou destruction/renvoi.<br> 4. Profil Recherché Expérience : 10 à 15 ans d'expérience minimum dans le transit et la douane au Maroc, avec un passage réussi sur un poste de direction chez un intégrateur, un commissionnaire international ou un grand opérateur logistique.<br> Une certification de déclarant agréé en douane est un solide atout.<br> Compétences techniques : o Parfaite maîtrise de la réglementation douanière marocaine, du système BADR, et des procédures d'import/export de fret express.<br> o Expérience managériale confirmée sur des plateformes aéroportuaires ou des sites logistiques à forte cadence.<br> o Forte culture des systèmes d'information (ERP, WMS) et appétence pour l'automatisation des rapports de performance.<br> o Axe managérial : Leadership ferme sur le terrain, forte culture de l'excellence opérationnelle et résistance éprouvée au stress des flux tendus.<br> Qualités Personnelles (Soft Skills) Culture du résultat et de l'excellence opérationnelle : Profil structuré, direct, orienté solutions, ayant une tolérance zéro pour l'approximation.<br> Leadership et fermeté : Capacité à manager des profils variés sur le terrain tout en maintenant une discipline de fer.<br> Résistance au stress : Capacité à gérer l'urgence quotidienne inhérente au fret express aérien.<br></span> </div>
