<p>The Principal will develop, manage, and deliver donor-funded Technical Cooperation (TCs) on Gender Equality and Human Capital (GEHC) activities related to EBRD’s Investments in SEMED (Morocco and Tunisia), in close cooperation with the Regional Policy Lead (RPL) and with VP3’s regional and sectoral pillars. Under the overall guidance of the Associate Director, G&EI Infra and Energy, and working in close cooperation with G&EI colleagues across all three pillars as well as other departments under the VP3 and the Banking department in RO, the Principal will lead and coordinate the Human Capital, Skills, Gender and Economic Inclusion activities in relation to access to skills and employment, access to finance and entrepreneurship and access to services. The Principal will support the Banking team in designing and implementing donor-funded TCs for EBRD’s client, enhancing social outcomes for projects in Morocco and Tunisia. While Egypt, Libya, Mauritania, and Tunisia have undertaken reforms to strengthen digital transformation and SME development, gaps remain in aligning national policy frameworks with the AfCFTA's inclusive digital trade objectives. Context-specific analysis and policy support are required to translate commitments into actionable reforms that address the needs of women entrepreneurs. In this context, the United Nations Economic Commission for Africa (ECA), through its Subregional Office for North Africa, is implementing the Development Account Tranche 18 (DA-18) project on enhancing the digital capacity of women-owned SMEs.
