Manage the procurement process for MEP contractors and suppliers, ensuring compliance with project specifications and budgets. Coordinate with design, construction, and project management teams to ensure seamless integration of MEP systems. Conduct value engineering exercises to optimize costs without compromising quality or performance. Monitor and control project costs, identifying and addressing variances proactively. Ensure compliance with Saudi Building Code (SBC), ARAMCO standards, and other relevant regulations. Prepare and review tender documents, bills of quantities (BOQs), and contract agreements for MEP works. Evaluate contractor and supplier claims, variations, and payment applications for accuracy and validity. Develop risk mitigation strategies for MEP-related challenges and ensure timely resolution of issues. Collaborate with the Quality Assurance team to ensure MEP works meet ISO 9001 standards. Provide regular progress reports and financial updates to senior management and stakeholders. Mentor junior quantity surveyors and engineers, fostering a culture of continuous learning and improvement.<br><br>Required Qualifications<br><br>Bachelor of Science in Mechanical Engineering, Electrical Engineering, or a related discipline. Minimum of 8 years of experience in quantity surveying with a focus on MEP systems in large-scale construction projects. Professional certification such as MRICS (Member of the Royal Institution of Chartered Surveyors) or equivalent. Proficiency in Primavera P6, Auto CAD, and Cost X or similar quantity surveying software. Strong knowledge of Saudi Building Code (SBC) and ARAMCO standards. Registration with the Saudi Council of Engineers (SCE). Demonstrated expertise in cost estimation, contract administration, and value engineering for MEP works.<br><br>Preferred Qualifications<br><br>Master’s degree in Construction Management, Quantity Surveying, or a related field. Experience working on Saudi Vision 2030 giga-projects or similar large-scale initiatives. Familiarity with BIM (Building Information Modeling) tools such as Revit MEP. Certification in LEED, Mostadam, or other green building standards. Fluency in Arabic in addition to English.<br><br>Working Conditions<br><br>Based in Makkah, with occasional travel to project sites across the Kingdom. Primarily office-based with regular site visits to monitor MEP works and ensure compliance. Exposure to construction site environments, requiring the use of PPE (Personal Protective Equipment). Job Purpose<br>Lead and manage the operation, maintenance, and continuous improvement of Mechanical, Electrical, and Plumbing (MEP) systems across assigned facilities.<br>The Senior MEP Engineer is responsible for ensuring the reliable, safe, and efficient performance of building services, including HVAC systems, chillers, electrical, plumbing, and fire protection systems, through effective maintenance planning, technical leadership, and asset management.<br>The role ensures compliance with statutory regulations, quality standards, contractual KPIs, and client requirements while driving operational excellence, system reliability, and cost-effective service delivery.<br>Roles, Responsibilities, Duties Engineering & Technical Management Lead the operation, maintenance, and optimization of MEP systems, including HVAC systems, chillers, electrical, plumbing, fire protection, and mechanical equipment. Review engineering designs, technical drawings, specifications, and method statements to ensure compliance with project and client requirements. Provide technical expertise in diagnosing and resolving complex MEP and building services issues. Recommend engineering improvements to enhance system reliability, energy efficiency, and asset lifecycle.<br>Maintenance Management Plan, supervise, and monitor preventive, corrective, predictive, and emergency maintenance activities. Ensure all maintenance works are completed safely, efficiently, and in accordance with service level agreements (SLAs) and KPIs. Monitor equipment performance and implement corrective actions to minimize downtime and improve operational reliability. Support lifecycle replacement planning and major maintenance projects.<br>Project & Site Coordination Manage MEP works for refurbishment, fit-out, and capital improvement projects. Coordinate with clients, consultants, contractors, suppliers, and internal stakeholders to ensure smooth project execution. Conduct site inspections, technical assessments, testing, commissioning, and project handovers. Review contractor performance and verify completed works prior to acceptance.<br>Quality, Safety & Compliance Ensure compliance with local regulations, statutory requirements, HSE policies, and quality management systems. Conduct technical audits, inspections, and risk assessments to identify areas for improvement. Ensure accurate maintenance records, asset documentation, and statutory compliance certificates are maintained. Investigate technical failures and implement preventive and corrective actions.<br>Team Leadership & Stakeholder Management Provide technical leadership, mentoring, and guidance to engineers, supervisors, and technicians. Allocate resources and monitor team performance to ensure efficient service delivery. Build and maintain strong working relationships with clients, consultants, vendors, and service providers. Support training and continuous professional development of the engineering team. Reporting & Continuous Improvement Prepare engineering reports, maintenance performance reports, technical evaluations, and management updates. Monitor maintenance KPIs, asset performance, and operational costs, recommending improvement initiatives where required. Support budget planning, technical procurement, and contract administration activities.
