These dynamics interact with multiple forms of human mobility. Mobility may result from climate impacts through migration, displacement or planned relocation; it may also contribute to adaptation through labour mobility, internal migration, pastoralism and transhumance, remittances, diaspora engagement and livelihood diversification. Voluntary and involuntary immobility must also be considered. IOM Morocco's 2025 study on migration, environment and climate change in the Tangier-Tetouan-Al Hoceima and Souss-Massa regions underscores the relevance of these links. Eighty-five per cent of respondents in Tangier-Tetouan-Al Hoceima and 75 per cent in Souss-Massa reported that environmental and climatic changes had affected their living conditions; 46 per cent and 53 per cent, respectively, indicated that they were considering migration. The study also highlights the potential contribution of migration, remittances and diaspora engagement to adaptation and resilient livelihoods. Morocco's NDC 3.0 PHONE_NUMBER) also includes Annex 4, "List of adaptation projects with a potential impact on human mobility (migration)", which provides an important basis for coherence between NDC implementation and the NAP revision. The revision of the NAP is therefore a strategic opportunity to support a coherent, inclusive and evidence-based treatment of human mobility in climate-risk and vulnerability analyses, sectoral and territorial priorities, governance, implementation, monitoring and adaptation finance. Under the Climate Change and Migration Data (CCMD) Project, IOM Morocco and MTEDD organized a national workshop from 29 June to 1 July 2026 to identify priority mobility dimensions, sectoral and territorial entry points, operational actions, institutional responsibilities, data and indicator needs, possible integration architectures and next steps. T Building on the workshop outcome report, facilitators' notes and other documented outputs to be provided by IOM and MTEDD, the consultant will complement the existing evidence through targeted consultations. The consultancy will review the current PNSA/PNA and the latest available revision draft; consult priority institutions; assess the feasibility of a dedicated section or chapter, cross-cutting mainstreaming, a hybrid approach, and a technical annex or action matrix; consult the Ministry and relevant institutions on their preferred modality; and prepare and finalize a flexible technical package reflecting the consultation outcomes.
