Setting and Reporting<br>In its resolution 72/279 of 31 May 2018, the General Assembly created a dedicated, impartial empowered and sustainable development-focused coordination function for the United Nations development system, drawing on the expertise and assets of all United Nations development system entities, including specialized and non-resident agencies. The Resident Coordinator system ensures the coordination of all organizations of the United Nations dealing with operational activities for development at the country level, regardless of the nature of their presence in the country. Cette orientation stratégique a été réaffirmée lors des 2ᵉ Assises nationales de la régionalisation avancée, tenues à Tanger les 20 et 21 décembre 2024 sous le Haut Patronage de Sa Majesté le Roi Mohammed VI. Ces Assises ont mis en évidence plusieurs recommandations prioritaires, notamment l’accélération de la mise en œuvre de la Charte nationale de la déconcentration administrative, l’opérationnalisation effective de l’exercice des compétences régionales dans les secteurs stratégiques, le renforcement de la gouvernance territoriale à travers des outils performants de planification, de suivi et d’évaluation, la promotion de la démocratie participative et de la participation citoyenne à l’échelle territoriale, ainsi que l’intégration de la transformation digitale comme levier transversal de performance de la gouvernance territoriale. Ces orientations s’inscrivent pleinement dans la continuité du Nouveau Modèle de Développement, qui place l’ancrage territorial, la différenciation des politiques publiques et la bonne gouvernance des territoires au cœur de la transformation du pays à moyen et long terme. Dans ce cadre, la transformation digitale des collectivités territoriales est identifiée comme un accélérateur clé permettant l’amélioration de l’efficacité et de la qualité des services publics territoriaux, le renforcement de la transparence, de la redevabilité et de la participation citoyenne, la promotion de l’inclusion sociale et territoriale, ainsi que le soutien à des dynamiques territoriales résilientes, durables et innovantes. Toutefois, les diagnostics réalisés ont mis en évidence plusieurs défis structurels, notamment des disparités significatives de maturité numérique entre territoires, des contraintes persistantes en matière de capacités institutionnelles et humaines, ainsi qu’une fragmentation des initiatives digitales nécessitant la mise en place d’un cadre de gouvernance unifié, cohérent et territorialisé. C’est dans ce contexte que s’inscrit le projet « CONNECTIVITÉ TERRITORIALE », mis en œuvre par la Direction Générale des Collectivités Territoriales (DGCT), avec l’appui du Programme des Nations Unies pour le Développement (PNUD), pour la période 2026 – 2029. C’est une initiative stratégique visant à renforcer l'intégration et le développement harmonieux des territoires au Maroc, en mettant l'accent sur l'amélioration des infrastructures numériques, des services publics, et de la cohésion sociale à travers une approche inclusive. Le projet repose sur trois leviers stratégiques complémentaires, à savoir la gouvernance, les infrastructures et la connectivité, ainsi que le capital humain et le développement des compétences.</p><br> <p>Les résultats attendus de ce projet sont comme suit :</p><br> <ul> <li><strong>Produit 1.</strong> Un cadre de gouvernance pour la territorialisation de la transformation digitale est élaboré et instauré, mettant l'accent sur l'inclusion et reposant sur des organes fonctionnels ;</li> <li><strong>Produit 2</strong>. Les Collectivités Territoriales disposent d'une connectivité et d'une infrastructure dimensionnée et normalisée ; </li> <li><strong>Produits 3.</strong> La transformation digitale territorialisée est renforcée par un capital humain innovant et fortement engagé, contribuant ainsi de manière significative à son succès et à son intégration durable dans les territoires ;</li> <li><strong>Produit 4.</strong> La gestion du projet et l’assurance qualité sont assurées.</li> </ul> <p><strong>Fonctions et responsabilités</strong></p><br> <p>Sous la supervision directe du Directeur National du Projet et du Coordonnateur National du Projet, et sous l'assurance qualité du Conseiller de Programme du PNUD, le/la titulaire assurera la coordination opérationnelle quotidienne du projet, conformément aux procédures de mise en œuvre nationale (NIM) et aux principes de la gestion axée sur les résultats le/la Coordonnateur(trice) national(e) associé(e) assurera les fonctions suivantes: </p><br> <p><i><strong>Gestion stratégique et opérationnelle du projet</strong> </i></p><br> <ul> <li>Assurer la gestion quotidienne du projet conformément au document de projet, au plan de travail annuel et aux procédures du PNUD. </li> </ul> <br> <ul> <li>Veiller à l'atteinte des résultats attendus dans les délais impartis, selon les standards de qualité requis et dans le respect du budget alloué. </li> </ul> <br> <ul> <li>Garantir l'application des principes de gestion axée sur les résultats, de gestion adaptative et de redevabilité. </li> </ul> <br> <p><i><strong>Coordination institutionnelle et partenariale</strong> </i></p><br> <br> <ul> <li>Coordonner la mise en œuvre du projet avec les partenaires institutionnels aux niveaux national, régional et local. </li> </ul> <br> <ul> <li>Renforcer la collaboration avec les ministères, collectivités territoriales, services déconcentrés, secteur privé, universités, médias, organisations de la société civile et partenaires techniques et financiers. </li> </ul> <br> <ul> <li>Faciliter la mise en œuvre des conventions de partenariat et promouvoir l'appropriation des résultats par les parties prenantes. </li> </ul> <br> <br> <p><i><strong>Synergies et coordination avec les partenaires techniques et financiers</strong></i> </p><br> <br> <ul> <li>Assurer la complémentarité et la cohérence avec les initiatives similaires ou complémentaires mises en œuvre par le PNUD et d'autres partenaires de développement. </li> </ul> <br> <ul> <li>Identifier et promouvoir les opportunités de synergies, de mutualisation des ressources et de capitalisation des expériences. </li> </ul> <br> <p><i><strong>Gestion administrative, financière et opérationnelle</strong></i> </p><br> <br> <ul> <li>Superviser la planification budgétaire, l'exécution financière et le suivi administratif du projet, conformément aux règles et procédures du PNUD. </li> </ul> <br> <ul> <li>Assurer la préparation et le suivi des contrats, conventions, termes de référence et autres documents de gestion. </li> </ul> <br> <ul> <li>Veiller à la conformité des processus de passation de marchés, d'audit, de gestion des risques et d'application du cadre HACT. </li> </ul> <br> <p><strong>a.
